plat (Option C) reviewed by the Planning Commission on July 12, proposed to subdivide the
property into 155 single family lots. The property was recently rezoned from R-1 Rural
Residential to R-1 Urban Residential. It is located in the Metropolitan Urban Service Area and
the development is proposed to be served by sanitary sewer and municipal water. The current
comprehensive plan and the draft comprehensive plan designate this area for low density
residential. The proposed net density of the plat is approximately 2.10 units per acre. Sidewalks
will be constructed on one side of all non cul-de-sac streets. Trail connections are proposed to
and through Bear Park to the east all the way to Roanoke Street, through the unnamed park lot to
the north to 156th Lane, and along the north side of Alpine Drive from Hwy. #47 to Roanoke
Street. The Planning Commission reviewed the plat for park dedication requirements in May,
July and August. The park dedication will consist of dedicating land for internal trails and
expanding the park area at Woodland Green and Bear Parks. The remainder of the park
dedication due on the plat will be satisfied with park improvements equal to $135,000. The
Planning Commission conducted a public hearing and reviewed the proposed preliminary plat
(Option C) on July 12. A great deal of discussion took place regarding the traffic generation
analysis. The Planning Commission tabled any action on the preliminary plat and requested that
the developer meet with City Staff to develop some alternative street layout designs (and related
traffic numbers). The alternative street designs should look at ways to discourage the new traffic
from travelling through adjacent neighborhoods to reach collector and arterial streets. Staff met
with the developers and developed a street layout that will be referred to as Option A. In Option
A, Waco Street will terminate in a cul-de-sac on the north side of Alpine Drive (153fa) to avoid
people travelling on Waco, south of 153~d, to get to the signalized intersection at 149t~'' The two
southwesterly cul-de-sacs were connected as a through street to provide a main street spine
through the neighborhood and replace the access lost on 153rd by the cul-de-sacing of Waco. A
90-degree intersection was created to connect 155th Lane to the main spine of the development
rather than having the main spine funnel directly into 155th and the neighborhood to the west.
Yakima, Waco and Ute would be constructed as through streets. Option B is the same as Option
A except that Ute would not be constructed as a through street. Option C will be the preliminary
plat reviewed on July 12, which includes Yakima, Waco and Ute Street as through streets.
Option D will be the preliminary plat reviewed on July 12 without Ute Street as a through street.
Options B and D will not increase traffic on either of the remaining street connections. The
Planning Commission reviewed Options A, B, C and D, and the revised traffic analysis on
August 7. They recommended that the City Council approve Option B (revised preliminary plat
with no Ute Street connection). Following the motion, a resident inquired if the Planning
Commission saw his proposed street layout design that was forwarded to Centex for
consideration. Staff could not recall seeing Mr. Westrum's street alignment proposal. Mr.
Westrum was directed to provide City staff with copies of his proposal for inclusion in the
Council agenda for further consideration. The alternatives presented by Mr. Westrum are
referenced as options 1, 2 and 3 in the enclosures. The City Staff review letter provided
comments on these alternatives. The Planning Commission recommended preliminary plat
approval of Option B.

Dan Blake, Centex Homes, thanked the Council for the opportunity to review the plan. He stated
that he had worked long and hard with the neighbors and that each area has different issues.

City Council/August 28, 2001
