Centex has tried to work those issues out for each area. He stated that he anticipated some <br />comments from residents regarding road connections to the north from the Centex addition and <br />wanted to note that there is not a big impact on the development if those connections are not <br />made so the decision will have to be made by the Council. <br /> <br />City Attorney Goodrich noted that the Council is obligated to respond to the District Court ruling <br />regarding the property and reviewed what was included in that ruling. <br /> <br />Councilmember Zimmerman stated that the ruling did not specifically state that the City cannot <br />work with the developer on the layout of streets, trails etc. <br /> <br />City Attorney Goodrich replied that that was true. <br /> <br />Kerry Manuel, 15668 Juniper Ridge NW, Ramsey, stated that the property has had a long history <br />and most of residents were told, when they built their homes, that the property would be <br />developed into one acre lots. He explained that the residents to the north of the development met <br />with the developer and have chosen to purchase a buffer zone from the developer and that is a <br />plan they can live with. Mr. Manuel felt that the residents have done their part and know they <br />requested that the Council cul-de-sac the two proposed through streets to the north so that traffic <br />in their neighborhood can continue with their existing patterns. <br /> <br />Councilmember Kurak questioned the safety concerns if the streets to the north were cul-de-sacs <br />leaving no through streets to the north. <br /> <br />Fire ChiefKapler replied that from a safety standpoint more access is always better. <br /> <br />Councilmember Kurak inquired if it would pose an increase in danger for emergency vehicles if <br />the roads were cul-de-sacs. <br /> <br />Fire Chief Kapler replied that the Waco Street cul-de-sac would exceed the cul-de-sac ordinance <br />length requirement. <br /> <br />Gary Martz, 5220 - 155t~l Lane NW, Ramsey, stated that his home is located to the west of the <br />proposed development and he would like to see no increase in traffic along their street as well. <br />He stated that if the Council is going to allow for one cul-de-sac then all through streets, except <br />in the southern portion of the property, should be cul-de-sacs. <br /> <br />Councilmember Hendriksen inquired if other property owners were offered to purchase a buffer <br />zone. <br /> <br />Mr. Martz replied that he was never made that offer. <br /> <br />Councilmember Hendriksen inquired if Mr. Martz was pleased with the idea of having several <br />more neighbors. <br /> <br />City Council/August 28, 2001 <br /> Page 11 of 36 <br /> <br /> <br />
