Mr. Martz replied that he had figured on one-acre lots, but he can't change what has been <br />approved. He stated that eliminating the increase in traffic would minimize their concern. <br /> <br />Mark Barrett, 5221 - 155th Lane NW, Ramsey, stated that there has been a lot of discussion <br />regarding the development and Plan B was approved by the Planning Commission on August 7, <br />2001, but it was done so without a direct public hearing. He explained that residents were able to <br />comment briefly on the Plan after the motion was already passed. He stated that he did not think <br />due process had occurred on the proposed plan, especially as it pertains to traffic patterns. He <br />requested that the Council send the issue back to the Planning Commission because he felt that <br />there needs to be more work done on the plan. Mr. Barrett presented an overall view of the entire <br />area showing that 155th Avenue does not exit directly to T.H. #47. He stated that according to <br />the traffic study, 20 percent of the traffic goes north and 80 percent goes south. Based on those <br />figures and the fact that there is not direct access to T.H. #47 from 155th Avenue, he did not see <br />any rational reason to make the connection from the new development through the existing <br />development. If the Council insists on an exit then connect an access on 154th Circle. He stated <br />that there should be exits to the north and the south of the development. He requested that the <br />Council reject the plan and send it back to the Planning Commission for more public input. <br /> <br />Brent Smith, 15620 Yakima Street NW, Ramsey, stated that he lives to the north of the proposed <br />development and will be purchasing a buffer area. He explained that residents have been <br />fighting development for three years and during that period they signed up 100 some people in <br />the surrounding neighborhood to fight the development. In regards to the buffer area, the <br />residents approached the builder; the builder did not approach them. They have done many <br />mailings over the last few years and only now that the development has been approved the other <br />residents are showing up. He stated that the residents to the north of the development have spent <br />thousand dollars of their own money to fight the development and now they have agreed to buy <br />the buffer area. At this time, they are simply asking the City to cul-de-sac the proposed through <br />streets to the north. <br /> <br />Councilmember Hendriksen stated that he thinks that it is great that the residents to the north are <br />receiving density transition, but unfortunately they had to pay thousands for that buffer. He <br />continued to be concerned for the other neighbors that have not received density transitioning. <br /> <br />Jon Westrum, 15660 Juniper Ridge Drive NW, Ramsey, presented staff with some different <br />street layouts. He stated that Planning Chairperson Nixt did not see a problem with making more <br />of the streets cul-de-sacs. Mr. Westrum stated that when people purchase their lots in the new <br />development they will know exactly what they get. The Planning Commission chose to <br />eliminate the through street of Ute Street. Mr. Westrum felt that the Council should cul-de-sac <br />Waco Street as well as 155th Lane, with an emergency access being placed at 155th Lane so that it <br />would not cause any safety concerns. <br /> <br />John Hatch, 155"' Lane NW, Ramsey, stated that if the northern accesses are removed, it will add <br />even more traffic to 155th Lane. <br /> <br />City Council/August 28, 2001 <br /> Page 12 of 36 <br /> <br /> <br />
