Engineering Tech IV if the City can get back a majority of the salary, and possibly the full-time <br />mechanic position. He does not see how the City can get by adding more people. <br /> <br />Councilmember Hendriksen stated that he has heard many people state that Mr. Jankowski does <br />not handle people well, but he is a good engineer. He questions if that is true because he could <br />recall a couple of instances where Mr. Jankowski had made gross engineering errors. He <br />inquired as to what Mr. Jankowski has been told in his performance review and if there is <br />documentation to support reducing his position. <br /> <br />Director of Public Works/Fire Chief Kapler replied that over the last three years Mr. Jankowski's <br />performance reviews were at least average, but there are many documented negative events. <br /> <br />Councilmember Anderson inquired if those negative events had been conveyed to Mr. <br />Jankowski. <br /> <br />Director of Public Works/Fire ChiefKapler replied yes. <br /> <br />Councilmember Kurak inquired if staff was proposing to "pacify" Mr. Jankowski to do a job he <br />is not capable of doing. <br /> <br />Director of Public Works/Fire Chief Kapler replied that staff is proposing a realigmrtent to help <br />improve the situation. <br /> <br />Councilmember Kurak stated that they are talking about an employee that does not do his job. <br /> <br />Director of Public Works/Fire Chief Kapler replied that they would be shifting his job to do the <br />fundamental skills he is capable of doing. <br /> <br />Councilmember Kurak stated that they are talking about definite errors that have cost the City <br />money. She questioned why the City would be keeping an employee that is not doing his job <br />and costing the City money, noting that she does not take the issue lightly because she does <br />understand that it is Mr. Jankowski's career. <br /> <br />Councilmember Hendriksen stated that the duties of the City Engineer are more than being able <br />to add up how many tons of asphalt in a road and everyone has stated that Mr. Jankowski is not <br />doing part of the job requirements encompassed by a City Engineer. Simply because they have <br />two City Engineers does not mean that Mr. Jankowski should be able to do something less. <br /> <br />Councilmember Zimmerman stated that the City Council needs to share some of the blame for <br />the mistakes made by Mr. Jankowski because other cities have had more than one engineer on <br />staff for many years and he (Jankowski) was alone until a couple of years ago. <br /> <br />Councilmember Hendriksen inquired if there were multiple levels of engineers within the City's <br />pay structure. <br /> <br />Assistant City Administrator Moore-Sykes replied no. <br /> <br />City Councii/August¢, 2001 <br /> Page 2 of 4 <br /> <br /> <br />
