Finance Officer Lund stated that on one project that was completed this year, the City could have
collected $80,000 because engineering firms charge 8 percent of the total project cost.

Councilmember Hendriksen inquired if the Engineering Tech IV could they do everything that
an engineering firm could do.

City Administrator Norman replied that the Engineering Tech IV would not do the design.

Councilmember Hendriksen stated that if there is enough work coming into the City to hire a
full-time person, then that is the most prudent economic decision, but if there is not enough work
to justify a full-time employee then hiring an engineering firm makes sense. He inquired if the
City would in fact reduce consulting services by 60 to 80 percent by hiring an Engineering Tech
IV.

Director of Public Works/Fire Chief Kapler replied that staff would do more research on the
issue and bring it back.

Councilmember Zimmerman inquired if it would be possible for the City to contract out some of
the work that the Associate Planner would be doing instead of hiring someone full-time.

City Administrator Norman replied that staff does contract out some of the development work,
but it is an expensive way to go.

Councilmember Zimmerman requested that staff put together a scenario on what the impact the
increase in City taxes will have on property owners.

ADJOURNMENT

The work session of the City Council adjourned at 9:33 p.m.

Respectfully submitted,

Nanci Libor
Recording Secretary
TimeSaver Off Site Secretarial Inc.

Ja._~es l}.~orman
strator

City Council/Augustr~, 2001
