Observations: <br />Bids were solicited accepted and managed on-line via the City's website using QuestCDN. This allows contractors <br />to submit bids, and for the City to receive and accept bids without the need for in -person interaction. <br />On March 2, 2021, seven (7) bids were received and publicly opened. All bids complied with the advertisement for <br />bids. The four lowest bids were generally competitive and came in below the engineer's estimate. A summary of <br />the seven bids received is below and in the attached resolution. <br />CONTRACTOR TOTAL BID <br />Northwest Asphalt & Maintenance $110,428.07 <br />MP Asphalt Maintenance <br />KAMCO Inc. <br />Allied Blacktop Company <br />American Pavement Solutions Inc. <br />Fahrner Asphalt Sealers, LLC <br />Asphalt Surface Technologies Corp. <br />FEngineer's Estimate <br />L <br />$125,661.74 <br />$126,728.67 <br />$159,505.83 <br />$174,638.18 <br />$181,249.22 <br />$196,708.24 <br />$165, 090.74 <br />Northwest Asphalt & Maintenance submitted the lowest responsible bid of $ 110,428.07 in accordance with the <br />approved plans and specifications and advertisement for bids, which is $54,662.67 (33%) less than the engineer's <br />estimate of $ 165,090.74. <br />In 2021, the City of Ramsey budgeted $200,000 for crack seal improvements. With 14% indirect costs for <br />administration, engineering, legal and financing, the project cost per the bid is $125, 8 8 8.00. Staff has reviewed the <br />City's street database, and no other streets require crack sealing in 2021. In an attempt to spend all of the $200,000 <br />budgeted for crack seal improvements on pavement maintenance improvements, engineering and public works staff <br />will review our maintenance needs, including a potential pavement rejuvenation project, for the remaining $74,000. <br />Staff will present a recommended plan to the Public Works Committee during their March or April regular meeting. <br />Alternatives: <br />Alternative #1 — Motion to adopt Resolution #21-056 accepting bids and awarding a contract for 2021 Crack Seal <br />Improvements, Improvement Project #21-06 to Northwest Asphalt & Maintenance in the amount of $110,428.07. <br />Alternative #2 — Motion to deny adoption of Resolution #21-056 at this time. <br />Funding Source: <br />This work will be funded entirely from the $200,000 that was budgeted for annual crack seal improvements in 2021. <br />Recommendation: <br />Staff recommends Alternative #1. <br />Action: <br />Adopt Resolution #21-056 accepting bids and awarding a contract for 2021 Crack Seal Improvements, <br />Improvement Project #21-06. <br />21-06 Final Plans <br />Res#21-056 <br />Attachments <br />Form Review <br />Inbox <br />Reviewed By Date <br />
