Late May / early June — Begin construction <br />September 3, 2021 —Substantial completion (open to traffic) <br />2022 — Final completion / payment <br />Notification: <br />Advertisements for bids were published in the Anoka County Union Herald and in Finance & Commerce on <br />January 29 and February 5, 2021, as required by State Statute. Bids were also advertised electronically on <br />QuestCDN. <br />Observations/Alternatives: <br />Observations: <br />Removing the segment of Dolomite Street between Riverdale Drive and Highway 10 was initially considered with <br />this project as this work is identified in the Highway 10 Access Planning Study and was carried forward in the <br />Ramsey Gateway Plan. Unfortunately, this work was not able to be added to the project without causing a <br />significant delay in project delivery. However, plans and specifications for this work are now being prepared by <br />Bolton & Menk as authorized by City Council Resolution #21-048. Pending future Council approval(s), this work <br />will be completed in 2021 as part of Improvement Project #21-00 via supplemental agreement, or as a separate <br />project. <br />A 6-foot wide concrete sidewalk was contemplated along the south side of Riverdale Drive between Dolomite <br />Street and Feldspar Street to enhance pedestrian access to Riverdale Park for pedestrians with origins or <br />destinations south of Riverdale Drive. Because the proposed sidewalk was estimated to cost $110,000, the costs <br />outweighed the potential benefits so the sidewalk was not included in the constructed plans. <br />Also contemplated was construction of a Mississippi River observation deck and trail connection south of <br />Riverdale Drive and east of Dolomite Street as identified in the 2021 - 2030 CIP. Since constructing the overlook <br />with this project would not have resulted in reduced construction costs, the observation deck and connecting trail <br />will instead be considered for construction when the private property develops. <br />The only public comment received to date has been in the form of calls received in recent years that the pavement is <br />in need of repairs and/or replacement. A public information meeting was not conducted for this project because <br />plans were developed quickly and the current COVID-19 pandemic does not allow for large in -person gatherings. <br />Instead, a project web page was developed and populated with information to allow the public to learn about the <br />project online, and letters were mailed to abutting property owners informing them of the proposed improvements, <br />providing a link to the project web page, and providing contact information in case anyone has questions or wants <br />to discuss anything in more detail with City Staff. <br />Access to abutting properties will be maintained throughout construction as best as practical. Staff will work with <br />property owners as needed to ensure they are informed in advance of access interruptions, if needed. Access for <br />emergency services will be maintained throughout construction. <br />Alternatives: <br />Alternative #1 — Motion to adopt Resolution #21-057 accepting bids and awarding a contract for construction of <br />Improvement Project #21-00, Riverdale Drive Reconstruction, Feldspar Street to Sunfish Lake Boulevard, to <br />Kuechle Underground, Inc. in the amount of $771,913.13. <br />Alternative #2 — Motion to deny adoption of Resolution #21-057 at this time. <br />Funding Source: <br />
