Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-049 <br />A RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE VEHICLES <br />AND PUBLIC NUISANCE ITEMS FROM 5420 142ND AVE NW <br />WHEREAS, the property owner Anna Vlasyuk (the "Property Owner") has an open code <br />enforcement case on the property generally known as 5420 142nd Avenue NW and legally described <br />as follows: <br />FLINTWOOD HILLS LOT 8 BLK 3 FLINTWOOD HILLS (SUBJ TO EASE AS SHOWN <br />ON PLAT), Anoka County, Minnesota <br />(the "Subject Property"); and <br />WHEREAS, the Subject Property is zoned R-1 Residential (MUSA); and <br />WHEREAS, the Subject Property is approximately 1.01 acres in size; and <br />WHEREAS, there are documented City Code violations dating back to 2003, with notices of <br />violation regarding off-street parking; and <br />WHEREAS, the City has most recently opened a case on the Subject Property for violations <br />related to off-street parking and refuse; and <br />WHEREAS, the City sent a formal letter on December 1, 2020 for off-street parking and <br />refuse violations; and <br />WHEREAS, the City sent a formal first notice of violation on December 18, 2020 for off- <br />street parking and refuse violations; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property to have six (6) <br />total vehicles of outdoor storage, including one (1) unlicensed or inoperable vehicle on a proper <br />parking surface; and <br />WHEREAS, Staff estimates the Subject Property has approximately 10 personal vehicles on <br />the driveway; and <br />WHEREAS, the Nuisance Regulations in the City Code prohibit the outdoor storage of junk, <br />debris, items that are not being put to their intended use, construction debris, and other stockpiles of <br />materials; and <br />WHEREAS, the Subject Property has outdoor storage of tires, boxes, and other <br />miscellaneous junk and unused items; and <br />WHEREAS, the Property Owner has not been compliant with Staff requests for inspections <br />and has not been making continued progress of the cleanup required onsite; and <br />RESOLUTION #21-049 <br />Page 1 of 4 <br />
