WHEREAS, a second notice of violation and administrative citation were sent on January <br />19, 2021; and <br />WHEREAS, City Staff received payment via mail on February 12, 2021 for the <br />administrative citation sent January 19, 2021, but have not received any other contact regarding the <br />Subject Property. <br />FINDINGS OF FACT <br />1. The City inspected the property from the road on: <br />a. December 1, 2020; and <br />b. December 17, 2020; and <br />c. February 11, 2021. <br />2. The City sent formal notices via US Mail on: <br />a. December 1, 2020 for the reduction in the number of motor vehicles and items being <br />stored outside to the City Code limit of six (6), that all vehicles be parked on an <br />improved surface, and that no more than one (1) inoperable vehicles were allowed on <br />the property. <br />b. December 18, 2020 for a first notice of violation after no action was conducted to <br />resolve off-street parking violation. Refuse violation was noted on the property and <br />added to the violation notice. City Staff also requested an inspection. <br />c. January 19, 2021 for continued violations, and an administrative citation. <br />3. The City received payment on February 12, 2021 for the administrative citation sent on <br />January 19, 2021 with the second notice of violation. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby grants approval of the proposed code enforcement action plan <br />on the Subject Property as outlined below, contingent upon verification of any violation(s) of City <br />Code: <br />1. The City of Ramsey shall utilize Northstar Towing and Reshetar Systems Inc. for abatement <br />services per City policy. <br />2. That the week of April 7, 2021, the City of Ramsey will work with the abatement contractors <br />listed above to remove the junk, tires, boxes, and other nuisance items stored outside that are <br />not being put to their intended use. <br />3. That the week of March 24, 2021, the City of Ramsey will work with abatement contractors <br />listed above to tow vehicles from the Subject Property until six (6) remain. <br />RESOLUTION #21-049 <br />Page 2 of 4 <br />
