Councihnember Anderson inquired as to what impact the cuts would have on the truancy
program.

Sergeant Way replied that unfortunately it would have to fall by the wayside.

Mayor Gamec inquired if the DARE program was cut for budget reasons.

Sergeant Way replied that that was his understanding.

Councilmember Zimmerman stated that the County came out with a statement that they would be
operating under a tight budget and to not look for any increases in personnel. They made it very
clear that if anyone retires or quits they will not be replaced for some time. He stated that it will
be a very difficult year at the County, because they got hit with the problems the State
Legislature sent down. He stated that the City would have to look at some drastic cuts as well,
because they can't increase taxes by 30 percent.

Sergeant Way reviewed the Police requests for 2002, which included the purchase of three new
squad cars.

Councilmember Kurak inquired as to how long a Police Car is used.

Sergeant Way replied that the cars are used on the street for 2.5 years and then investigation uses
them.

City Administrator Norman stated that City or Ramsey goes through the "hand me down"
rotation, which means that after the Police Department is done using them then they are typically
used by the building inspector, administration and parks department.

Councilmember Kurak inquired if the proposed full-time mechanic would be able to do the
maintenance work on the Police cars.

Sergeant Way replied that the mechanic would be able to do some of the general work.

Mayor Gamec inquired if the mechanic would be able to handle the entire fleet.

Director of Public Works/Fire Chief Kapler stated that the mechanic position part time is
currently able to keep up with the Public Works equipment, but was unable to handle the fire
equipment. If the position is turned into full-time, the mechanic would be able to take on more
work, but it is not feasible for the mechanic to do all the work on the vehicles. The mechanic
would be able to handle brake work and minor maintenance issues.

Councilmember Anderson inquired if the Police Department was proposing to cancel National
Night Out or is it proposed to be funded differently.

City Council/August ~, 2001
