Mayor Gamec expressed concern that the right-out suggested by Councilmember Elvig would <br />create two intersections closer than 1,000 feet apart on a county road. He stressed the need to <br />look at future subdivisions of the properties along the west side of Potassium Street. <br /> <br />Councilmember Elvig expressed concern with the possible improvement costs on Potassium <br />Street. He stated the street can be redone when the residents in this area are ready to move. <br />Some of these residents want to sell and others do not. If this area were to all sell at one time it <br />would be a wonderful opportunity to reconfigure Potassium Street, but he does not see that the <br />City should put dollars forward for two developments when there is an alternative that puts the <br />costs on the developer. He noted there would only be about three or four homes that would exit <br />on the fight-out access he proposed. <br /> <br />Councilmember Olson noted there is one driveway along Nowthen Boulevard that does not have <br />access to the southern cul-de-sac. <br /> <br />Assistant Public Works Director Olson replied this driveway could be shifted to the cul-de-sac if <br />the owner is amenable to that. <br /> <br />Civil Engineer II Linton reviewed cost estimates for the various street segments in the proposed <br />options. <br /> <br />Councilmember Strommen asked how much of the cost would be the developer's responsibility <br />and how much of the cost would be the City's responsibility. <br /> <br />Assistant Public Works Director Olson replied that is normally worked out at the time of final <br />plat agreement. <br /> <br />Councilmember Strommen stated the costs are important for her to know. The City recently took <br />on a lot of cost for an easement and put some of that cost to the developer. That situation was a <br />mistake and they are going into this situation with their eyes open, which makes a difference. <br /> <br />Mayor Gamec stated the Council either needs to approve or deny this plat, and he does not see <br />much reason legally to deny it. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, that the following street <br />alignment be incorporated for the preliminary plat and site plan approval of Shade Tree Cottages: <br />Extend the Quicksilver Circle right-of-way to directly access Nowthen Boulevard, cul-de-sac the <br />southern Old Nowthen access onto Nowthen Boulevard, a right-out incorporated on the north <br />side of Nowthen Boulevard, Potassium Street to remain in its current state. <br /> <br />Further discussion: Community Development Director Trudgeon indicated a determination <br />regarding Potassium Street is needed. He explained the plat shows Potassium Street 20 feet on <br />the developer's property and 40 feet on the other side, with direct access from the lots to <br />Potassium Street. Councilmember Cook stated putting another access out to Nowthen Boulevard <br />would just move the traffic to another spot and cause a bigger problem. He stated Option 1 is the <br />best alternative, and the City can then work on getting Potassium Street worked out. <br /> <br />City Council / June 14, 2005 <br />Page 10 of 29 <br /> <br /> <br />
