Councilmember Strommen expressed concern with how the residents on old CR 5 would get <br />access southbound onto Nowthen Boulevard if there were to be a cul-de-sac on the south end of <br />old CR 5. She stated it is important to know the fight-of-way costs and acquisition costs relating <br />to Potassium Street, and how that will be split between the City and the developer. This needs to <br />be determined before City funds are used to purchase property from certain property owners and <br />given to property owners that are developing. Couneilmember Elvig asked what the minimum is <br />that can be done to make Potassium an adequate road. City Attorney Goodrich explained the <br />portion of the road owned by the City is in the middle, but the road needs to be moved to the <br />west side of the residents' property. Councilmember Elvig expressed concern with the possible <br />costs on Potassium Street. He stated this is a slippery path the City is going down. He stated he <br />cannot advocate putting in a subdivision knowing the City will have to take property from people <br />without even knowing the cost. There is an alternative with Quicksilver Circle, and the residents <br />may be more compromising with the 33/33 split if the City were to work with them. Mayor <br />Gamec asked if Potassium Street could be moved in a way to save the trees, which serve as a <br />buffer. Assistant Public Works Director Olson replied he understands the concern regarding the <br />trees, and these are issues that have to be dealt with in relation to sight triangles. He indicated it <br />will be necessary to remove some of the trees. Mayor Gamec suggested Potassium Street be <br />improved with the least amount of damage to the trees, and that CR 5 remain as it is. <br /> <br />Councilmember Elvig withdrew the motion on the floor, Councilmember Olson withdrew the <br />second to the motion. <br /> <br />Motion by Councilmember Elvig that the following street alignment be incorporated for the <br />preliminary plat and site plan approval of Shade Tree Cottages: Extend the Quicksilver Circle <br />fight-of-way to directly access Nowthen Boulevard, cul-de-sac the southern Old Nowthen access <br />onto Nowthen Boulevard, a right-out incorporated on the north side of Nowthen Boulevard, <br />Potassium Street to be a 24 foot width road with minimum impact and the necessary easements. <br /> <br />Further discussion: Assistant Public Works Director Olson clarified the City would still need to <br />acquire property for Potassium Street. Councilmember Elvig stated he is hopeful the residents <br />would be more accommodating to work with the City under this scenario. Assistant Public <br />Works Director Olson advised the minimum street standard would be a 24-foot width with no <br />parking on both sides. He inquired if the direction would be to include curb and gutter. <br />Councilmember Strommen inquired about the fight-of-way acquisition necessary under <br />Councilmember Elvig's motion. Assistant Public Works Director Olson replied the necessary <br />acquisition would be for the fight-of-way on the west side of the existing road. <br /> <br />The motion died for lack of a second. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Cook, that the following street <br />alignment be incorporated for the preliminary plat and site plan approval of Shade Tree Cottages: <br />Keep the general alignment of Potassium Street with the street moved as much as possible to the <br />west, to improve Potassium Street to a minimum standard width with a minimum impact. <br /> <br />Further discussion: Mayor Gamec stated staff should work with the developer regarding the <br />costs relating to Potassium Street.
