now act to order the preparation of plans and specifications for the work outlined in the <br />feasibility study. He advised a meeting was held with the residents, who expressed concern over <br />drainage and possible impacts to tree lines along 164th Lane. A neighborhood meeting was held <br />with residents on May 5, 2005 to review these issues. Preliminary plans suggested that no trees <br />would be directly removed as a result of the grading and that a number of tree protection <br />measures would be included within the special conditions of the project to maximize the <br />survivability of those trees which will suffer some root loss. The majority of the drainage will be <br />directed to the comer of 164th Lane and Sapphire Street into the wetland, which drains to County <br />Ditch 3 via a lateral ditch. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt resolution/t05- <br />06-175 ordering Improvement Project 05-27, Welcome's Road Street Grading and Paving <br />Improvements and that staff be directed to prepare plans and specifications for the <br />improvements. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Further discussion: Councilmember Pearson asked if the road will be raised. City Engineer <br />Jankowski replied there will be some sections that will be raised, primarily the low spot at the <br />comer of Sapphire Street and 164th Lane. However, the majority of the road will be close to the <br />current elevation. Councilmember Elvig requested the 167th Avenue crossover be included on an <br />upcoming work session discussion, as it is becoming more and more evident as a need in the <br />City. <br /> <br />Case #17: Consideration of Reduced ROW Fees for Service Line Replacement Program <br /> <br />Assistant Public Works Director Olson stated on June 9, 2005, representatives of CenterPoint <br />Energy met with City staff to announce its plans to replace service lines that may have <br />construction similarities to the service line that was involved in the December 2004 explosion in <br />Ramsey. CenterPoint Energy has initiated an aggressive service line replacement project that <br />will replace the service lines for up to 35,000 customers throughout 37 communities. There are <br />51 construction crews throughout the state of Minnesota starting on Monday. Three of these <br />construction crews will be in the City of Ramsey replacing most of the service lines that were <br />installed between 1959 and 1983. CenterPoint estimates that there will be 1,600 - 1,900 <br />households that will have their service line replaced in Ramsey and their goal is to complete this <br />project before this winter. <br /> <br />Assistant Public Works Director Olson advised typically a permit to work within the ROW costs <br />a minimum of $75 per permit. That permit fee is based on the time it would take to make two <br />trips to a single construction site and is generally to pay for the City's time and expenditures. <br />Since there will be multiple permits in a single area there is an economy of scales that will be <br />realized regarding the time spent on each permit and staff feels that to simply charge for each <br />service replaced would be excessive. Staff recommends that the City Council consider a blanket <br />ROW permit for CenterPoint Energy specific to the service line replacement project for a cost of <br />$I0,000.
