Royal Oaks Realty complete the repairs by August 1, 2005.
The City retain the $38,000 escrow money until one year after the completion of
these repairs.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson,
Pearson, and Strommen. Voting No: None.

4)

Consider Traffic Control Signal Agreement with MnDOT for Signal at TH 47
and Xkimo Street

City Engineer Jankowski explained the TH 47 project will include some modifications of the
signals along TH 47, and MnDOT is requesting that the signal agreements for these affected
signals be updated. The proposed agreement has been drafted to include all of the traffic signals
which will be constructed or modified under this summer's construction project, however, only
System "D" serving the intersection of TH 47 and Xkimo Street directly involves the City of
Ramsey. This signal will need to be modified as a result of the free right turn from eastbound
CSAH 5 to southbound TH 47. The terms of this agreement will require the City to be
responsible for about $1,900 in costs associated with the cost of modifying the traffic signals at
this location. The other conditions, which are outlined in this agreement, are the same City
responsibilities that currently exist under the present signal agreement 79972M.

City Engineer Jankowski advised the recommendation of the Committee was that the City
Council enter into Signal Agreement 877957R with MnDOT, Anoka County, and the City of
Anoka for the operation and maintenance of the traffic signal located at TH 47 and Xkimo Street.
He advised he has distributed a resolution to be approved by the Council, which is a requirement
of MnDOT to proceed with the signal agreement.

Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to ratify the
recommendation of the Public Works Committee for Case No. 4 and to enter into signal
Agreement $77957R with MnDOT, Anoka County, and the City of Anoka for the operation and
maintenance of the traffic signal located at TH 47 and Xkimo Street, and to adopt Resolution
#05-06-178 authorizing this agreement.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson,
Pearson, and Strommen. Voting No: None.

5)

Consider Request by Ramsey Town Center to Extend the Deadline for Placing
the Second Bituminous Lift on New Streets

Assistant Public Works Director Olson indicated staff has received a letter from RTC asking to
hold off from the deadline for placing the second bituminous lift on East Ramsey Parkway,
Peridot Street and 145th Avenue. Staff recommends the City allow all of the streets to not be
paved during the 2005 construction season due to all of the construction that is planned. The
recommendation of the Public Works Committee was that the City Council not require
placement of the second lift of bituminous on East Ramsey Parkway, Peridot Street and 145th
Avenue in the 2005 construction season.

City Council / June 14, 2005
