21. <br /> <br />All costs incurred by the City in executing and.administering this permit shall be <br />the responsibility of the permit-.holder. The permit holder shall maintain a <br />minimum Five Hundred Dollar ($500.00) balance in an escrow account with the <br />City. This escrow shall be used to reimburse the City for expenses incurred in the <br />administration of this permit. At the time the mining operation and site <br />restoration are completed to the satisfaction of the City, the balance of the escrow <br />shall be returned to the Permit Holder. <br /> <br />22. <br /> <br />All grading operations shall be conducted between 7:00 a.m. and 8 p.m. on <br />weekdays only unless otherwise specifically approved by the City Administrator <br />and/or his designee. .. <br /> <br /> 23. The amount of dust or other particulate matter caused by the mining operation <br /> shall not exceed the standards established by the Minnesota Pollution Control <br /> Agency. No operation shall be allowed when wind gust exceeds 30 miles per <br /> hour. <br /> <br /> 24. All operations shall comply with all appl.icable Minnesota Pollution Control <br /> Agency regulations and Federal and Environmental Protection Agency regulations <br /> for the protection of water quality.
