It w'as 'noted at the time of site plan review for the initial development of the site that <br />ther~ is a potential for traffic conflicts between the car wash exit and fast food drive thru <br />line. Although there are no performance standards in City Code that address internal <br />traffic patterns and flow, City Staff is very concerned that the proposed modifications and <br />additions to the Sunfish Express will intensify the traffic conflicts. Please refer to the. <br />description of traffic patterns in the City Staff Review Letter of June 27, 2005, and the <br />Exhibit of Internal Traffic Patterns included in this case. <br /> <br />The relocation of the vacuum island to the north side of the site access, adjacent to the'. <br />railroad tracks, is not feasible as the City will need this easement to extend sanitary sewer <br />and municipal water services to Oak Terrace Mobile Home Park to the west. <br /> <br />City Code specifies that exterior wall finishes shall consist of natural or prefabricated <br />brick or stone or pre-cast concrete panels or some other material approved by City <br />Council. The addition is proposed to be constrUcted with a stucco and brick' finish to <br />match the existing building. <br /> <br />Recommendation: <br /> <br />It is City Staff's opinion that the proposed expansibn plan rhises issues relating traffic <br />flow, site congestion, sight lines, and general safety.
