CASE #: (O <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF WILD OAKS OF RAMSEY; <br />CASE OF RON TALLMAN <br /> By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />Rcn q'allman has applied for sketch plan review to plat 14 single-family lots on the property <br />generally located on 173rd Avenue east of Puma Street. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan of Wild Oaks ofRamsey - current and future phases <br />c) City Staff review letter dated July 1, 2005 <br /> <br />Notitication: <br /> <br />No public hearing is required at the sketch plan stage ora plat. However, the City Council has <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 f~et of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The applicant is proposing to plat 14 single-family lots on approximately 36 acres on 173~d <br />Avenue east of' Puma Street. The property is located in the R-1 Rural Developing District, which <br />has a minimum density of 1 lot per 2.5 acres or 0.4 units per acre. As submitted, the sketch plan <br />is showing a gross density of approximately 0.39 units per acre. The 14 new lots meet R-1 Rural <br />Developing standards for lot width but several appear to be larger than the 32,6;70-square-foot <br />maximum lot size established in City Code. Density and lot standards will be verified as a part of <br />the preliminary plat review. <br /> <br />There are wetlands on the proposed plat that will need to be delineated and encumbered with <br />drainage and utility easements on the preliminary and final plats. The grading and drainage plan <br />will have to be reviewed and approved by the Lower Rum River Water Management <br />Organization (LRRWMO). The sketch plan indicates that some wetland filling is proposed; this <br />will also have to be reviewed and approved by the LRRWMO. <br /> <br />The proposed lots will be served by a common septic system, constructed to hook up to <br />municipal sewer and water when and if they become available to the property. More detailed <br />infbrmation on the common septic iystem will be required during preliminary .plat review. It <br />should be noted that the City Council has directed staff to initiate a Comprehensive Sewer and <br />Water Study ~br the portion of the city north .o~ Trott Brook.
