governing consideration of a variance request to reduce the minimum wetland buffer strip <br />width requirements shall include, but not be limited, to the following: <br /> <br />a. Whether the variance will have the effect of allowing a use that is <br /> prohibited in the applicable zoning district. <br /> <br />b. Whether the variance will impair established property values within <br /> ' the neighborhood. <br /> <br />c. Whether the variance will violate the intent and purpose of the <br /> Comprehensive Plan. <br /> <br />d. Whether the variance requested is the minimum variance necessary to <br /> accomplish the intended purpose of the applicant. <br /> <br /> Subd. 2. The City may appro-ve alternative standards, based on an <br />assessment of the following: <br /> <br />a. size of the parcel; <br /> <br />b. topography; <br /> <br />c. hydrology; <br /> <br />d. existing roads and utilities; <br /> <br />e. percentage of parcel impacted by wetlands; <br /> <br />f. configuration of wetlands on the parcel; <br /> <br />g. quality of the affected wetland(s). <br /> <br /> Subd. 3. In instances where the City approves alternative buffer standards, <br />an applicant may be required to apply extraordinary management measures to control <br />erosion, sedimentation and nutrient loading during and for two years after construction as <br />necessary. <br /> <br /> Subd. 4. Extraordinary management measures that may be permitted in <br />conjunction with and up-slope from the above buffer strip and setback requirement <br />include, but are not limited to measures that add redundant protections to normal required <br />Best Management Practices. <br /> <br /> Subd. 5.
