will at least duplicate the performance of the required buffers and setbacks, if not exceed <br />it. The applicant shall also have the burden of proving that the purpose and objectives of <br />the Section will be met through the use of these Extraordinary Management Practices. <br /> <br />9.26.07 Monument Required. A permanent wetland edge and wetland buffer <br />monument shall be installed along lot lines and where needed to accurately indicate the <br />contour of the buffer, with a maximum spacing of two hundred (200) feet of wetland <br />edge. If no buffer is required, the monument shall be at the edge of the wetland. The <br />monument shall consist of a post and a wetland buffer strip sign. The post shall be of a' <br />material approved by the Zoning Administrator, such as a fiberglass reinforced composite <br />post with a maximum size of four (4) inch by four (4) inch (4" x 4")..The sign shall <br />be mounted flush with the top of the post and shall state, "Wetland Buffer: No Mowing <br />Allowed" or "Wetland Buffer: Vegetation Clearing Limit". The post shall be mounted to <br />a height of a minimum of four (4) feet above grade set at least forty-two (42) inches in <br />the ground. The bottom of the post must be fitted with an anchor attachment that would <br />expand 'upon attempted removal: Monuments may be Waived in 'unusual circumstances <br />where the City determines that such signs would not serve a practical purpose. <br /> <br />9.26.08 Buffer Strip Vegetation Performance Standards. <br /> <br /> Subd. 1. Where acceptable natural vegetation "exists in buffer strip areas, <br />the retention of such vegetation in an undisturbed state is preferred. A buffer strip has <br />acceptable natural vegetation if it: <br /> <br />a. Has a continuous, dense layer of perennial grasses that have been <br /> uncultivated or unbroken for at least ten (10) consecutive years, or <br /> <br />b. Has an overstory of trees and/or shrubs with at least eighty (80) <br /> pe[cent canopy closure that have been uncultivated or unbroken for at <br /> least ten (10) consecutive years, or <br />c. Contains a mixture of the plant communities described in (a) and (b) <br /> above that have been uncultivated or unbroken for at least ten (10) <br /> consecutive years. <br /> <br /> Subd. 2. Notwithstanding the above performance standards, the City may. <br />· determine existing buffer vegetation to be unacceptable if it is composed of undesirable <br />plant species including, but not limited to common buckthorn, purple loosestrife, leafy. <br />spurge, noxious weeds or any other plants included in the DNR's Minnesota Invasive <br />Non-Native Terrestrial Plants list. <br /> <br /> Subd. 3. Where buffer areas,, or a portion thereof, are not vegetated or <br />have been cultivated or otherwise disturb'ed within ten (10) years of the permit <br />application, such areas shall be re-planted and maintained according the City's standard <br />seeding specifications available from the city Engineer's' office. <br /> <br />Ramsey Wetland Protection Ordinance - June 30. 05 EPB revisions <br /> Page 9 ', <br /> <br />78 <br /> <br /> <br />
