<br /> <br />Ms. Jaramillo provided a site plan with the housing and grazing information for the goat. She <br />stated that although the property is classified as three lots it is one property. <br /> <br />Councilmember Specht stated that he supports the ability for the family to have the goat and <br />suggested that in the future City staff should be able to approve these requests with the ability for <br />residents to appeal to the Council. <br /> <br />Councilmember Woestehoff commented that it does not appear that the lots are reasonably <br />splitable as two of the lots are encumbered by buildings. He agreed that the approval could be tied <br />to lot size. He asked if staff would have more negotiation in terms of enforcement if this were <br />approved and an agreement were in place. <br /> <br />Deputy City Administrator Gladhill stated that staff would support tying the approval to lot size. <br />He confirmed that this could be used as an enforcement tool as the license could be revoked if the <br />animal becomes a nuisance. <br /> <br />Motion by Councilmember Specht, seconded by Councilmember Heineman, to Adopt Resolution <br />#21-050 Approving the Issuance of a Non-Traditional Animal License to Maintain One Miniature <br />th <br />Fainting Goat on the Property Generally Known as 5751 150 Lane NW and Declaring Terms of <br />Same, contingent upon an agreement stipulating that the license is tied to the three properties and <br />providing guidance that future license requests of this nature could be reviewed and approved by <br />City staff. <br /> <br />Further discussion: Deputy City Administrator Gladhill noted that the ability for staff approval <br />would require a change to City Code that would need to come back to the City Council for <br />approval. Councilmember Woestehoff asked if that portion of the motion should be removed in <br />order for the license approval to be adopted tonight.
