<br /> <br />Motion by Councilmember Riley, seconded by Councilmember Woestehoff, to waive the City <br />Charter requirement to read the Ordinance aloud and Adopt Ordinance #21-09 Amending City <br />Code Section 26-852 Entitled Massage Therapist License. <br /> <br />Further discussion: Councilmember Musgrove stated that during the worksession discussion <br />Councilmember Woestehoff referenced the use of City Clerk versus City Administrator and asked <br />if that verbiage should be changed. Deputy City Administrator Gladhill stated that City Clerk is <br />found in State Statute whereas City Administrator is not. He clarified that staff could look at a <br />broader language change in the future without inhibiting this change. Councilmember Musgrove <br />asked why that change would not be made now. Deputy City Administrator Gladhill stated that <br />Statute related to licensing references City Clerk noting that the organization has flexibility to <br />designating licensing to appropriate staff. He stated that staff feels that this has the right language <br />to support the duties of staff. Economic Development Manager Sullivan noted that the duties have <br />been moved from the City Clerk to the economic development staff and therefore the language <br />was amended to appropriate staff. <br /> <br />A roll call vote was performed: <br /> <br />Councilmember Heineman aye <br />Councilmember Woestehoff aye <br />Councilmember Howell aye <br />Councilmember Riley aye <br />Councilmember Specht aye <br />Councilmember Musgrove aye <br />Mayor Kuzma aye <br /> <br />Motion carried. <br />7.03: Introduce Ordinance #21-02 Amending City Code Section 117-148 Entitled <br />Mississippi River Corridor Critical Area <br /> <br />Deputy City Administrator Gladhill reviewed the staff report and recommendation of the Planning <br />Commission to adopt the ordinance. <br /> <br />Councilmember Riley commented that there has been a lot of discussion on this topic overall and <br />in regard to protecting property rights. <br /> <br />Motion by Councilmember Riley, seconded by Councilmember Woestehoff, to introduce <br />Ordinance #21-02 Amending City Code Section 117-148 (Mississippi River Corridor Critical <br />Area). <br /> <br />Further discussion: Mayor Kuzma commented that this will be beneficial for the City in terms of <br />development and as related to the Capstone project. <br /> <br />City Council / March 9, 2021 <br />Page 6 of 21 <br /> <br />
