Height is measured on the side of the structure facing the Mississippi River. <br />512 c. In addition to the conditional use permit requirements of Section 117-148(c)4, (Conditional and <br />513 interim use permits) criteria for considering whether to grant a conditional use permit for <br />514 structures exceeding the height limits must include: <br />515 (1) Assessment of the visual impact of the proposed structure on public river corridor views, <br />516 including views from other communities; <br />517 (2) Determination that the proposed structure meets the required bluff and OHWL setbacks; <br />518 (3) Identification and application of techniques to minimize the perceived bulk of the proposed <br />519 structure, such as: <br />520 (i) Placing the long axis of the building perpendicular to the river; <br />521 (ii) Stepping back of portions of the facade; <br />522 (iii) Lowering the roof pitch or use of a flat roof; <br />523 (iv) Using building materials or mitigation techniques that will blend in with the natural <br />524 surroundings such as green roofs, green walls, or other green and brown building <br />525 materials; <br />526 (v) Narrowing the profile of upper floors of the building; or <br />527 (vi) Increasing the setbacks of the building from the Mississippi River or blufflines; <br />528 (vii) Identification of techniques for preservation of those view corridors identified in the <br />529 MRCCA Plan; and <br />530 (viii) Opportunities for creation or enhancement of public river corridor views. <br />531 3. Structure and impervious surface placement. <br />532 a. Structures and impervious surface must not be placed in the shore or bluff impact zones unless <br />533 identified as an exemption in Section 117-148(1) (Exemptions). <br />534 b. Structures and facilities must comply with the following OHWL setback provisions unless <br />535 identified as exempt in Section 117-148(1) (Exemptions). <br />536 (1) ROS District: 200 feet from the Mississippi River and 150 fcct from thc Minnesota and <br />537 Vermillion Rivers. <br />538 (2) RN District: 100 feet from the Mississippi River and 75 feet from the Rum River. <br />15 <br />
