Where principal structures exist on the adjoining lots on both sides of a proposed building site, <br />the minimum setback may be altered to conform to the average of the adjoining setbacks, <br />provided that the new structure's scale and bulk riverward or bluffward of the setbacks required <br />under Section 117-148(f)3 (Structure and impervious surface placement) consistent with <br />adjoining development. Subsurface sewage treatment systems, including the septic tank and absorption area, must be <br />553 located at least 75 feet from the ordinary high water level of the Mississippi River and all other <br />554 public waters. <br />555 4. Lot size and buildable area. <br />556 a. The width of lots abutting the Mississippi River in the ROS District must be at <br />557 least 200 feet, unless alternative design methods are used that provide greater <br />558 protection of the riparian area. <br />559 b. All new lots must have adequate buildable area to comply with the setback <br />560 requirements of Section 117-148(03 (Structure and impervious surface <br />561 placement) so as to not require variances to use the lots for their intended purpose. <br />562 <br />563 <br />564 g. PERFORMANCE STANDARDS FOR PRIVATE FACILITIES <br />565 1. Purpose. To establish design standards for private facilities that are consistent with best management <br />566 practices and that minimize impacts to primary conservation areas, public river corridor views and other <br />567 resources identified in the MRCCA plan. <br />16 <br />
