Dust and odors - Describe sources, characteristics, duration, quantities, and intensity of dust and odors <br />generated during project construction and operation. (Fugitive dust may be discussed under item 16a). <br />Discuss the effect of dust and odors in the vicinity of the project including nearby sensitive receptors and <br />quality of life. Identify measures that will be taken to minimize or mitigate the effects of dust and odors. <br />The project is not expected to generate dust or odors at levels considered unusual for suburban <br />development construction practices. Dust and odors produced during construction is expected to be <br />consistent with applicable regulations of the MPCA and local governments. Dust and odor levels are <br />expected to be slightly higher during project construction than project operation. <br />The construction process is expected to generate some fugitive dust, but dust is not expected to be <br />generated in objectionable quantities. The dust receptors near the project area include the single- <br />family homes along Bowers Drive, west and south of the site. Odors routinely generated during <br />construction will be typical of those associated with construction activity, such as exhaust from <br />diesel and gasoline powered construction equipment. <br />Consideration will be given to suppression of airborne dust by application of water if fugitive dust <br />generation during site grading exceeds levels typically expected during normal construction <br />practices. <br />17. Noise <br />Describe sources, characteristics, duration, quantities, and intensity of noise generated during project <br />construction and operation. Discuss the effect of noise in the vicinity of the project including 1) existing noise <br />levels/sources in the area, 2) nearby sensitive receptors, 3) conformance to state noise standards, and 4) <br />quality of life. Identify measures that will be taken to minimize or mitigate the effects of noise. <br />Construction Noise <br />It is anticipated that local noise levels will temporarily increase during project construction, but noise <br />levels are expected to be at or near existing levels after construction is complete. Noise levels on and <br />adjacent to the project area will vary considerably during construction, depending on the amount of <br />construction that occurs simultaneously, the time of operation, and the distance between construction <br />equipment and receptors. <br />Noise receptors near the project area include the single-family homes along Bowers Drive, west and <br />south of the site. Residences near the project site will experience elevated noise levels at various <br />times during construction compared to existing noise levels. Grading and excavation will require <br />heavy equipment, such as scrapers, bulldozers, and other excavating equipment. <br />The project is expected to minimize disturbances caused by construction noise and conform to <br />Minnesota noise rules and standards. These rules require noise to stay within specified levels <br />depending on the land use and the time of day or night. <br />Noise generated by construction equipment and building construction will be limited primarily to <br />daylight hours when noise levels are commonly higher than at night.
