Riverstone South EAW January 2021 <br />18. Transportation <br />a. Describe traffic -related aspects of project construction and operation. Include: 1) existing and proposed <br />additional parking spaces, 2) estimated total average daily traffic generated, 3) estimated maximum peak <br />hour traffic generated and time of occurrence, 4) indicate source of trip generation rates used in the <br />estimates, and 5) availability of transit and/or other alternative transportation modes. <br />Spack Solutions completed a Traffic Impact Study and prepared a supplemental Technical <br />Memorandum to estimate the trips generated by the proposed residential development and evaluate <br />the potential need for transportation or roadway improvements. The Technical Memorandum and <br />the complete Traffic Impact Study are included in Appendix G. <br />Existing and Proposed Parking Spaces <br />The project area does not include any parking stalls under existing conditions. The proposed 165 <br />detached single-family homes and 78 detached townhomes will include off-street parking and <br />garages to accommodate parking for the residential units. <br />Estimated Traffic Generation <br />Trip generation was estimated using the methodology outlined in the Institute of Transportation <br />Engineers (ITE) Trip Generation Manual, 10th Edition. Spack Solutions used locally collected data <br />to estimate trip generation for this project as it is more representative of the specific traffic patterns <br />of the development area and presented similar trip generation results when compared to ITE. <br />Traffic that will be generated by future development outside the project area was evaluated using a <br />background growth rate of 2% per year, which was applied to the existing study roadways. This <br />results in a 4% increase in traffic volumes on area roadways in the 2022 scenario and a 49% increase <br />in traffic volumes for the 2040 scenario. This increase was applied to all intersection movements <br />except those entering the proposed project, as trips entering the project were accounted for in the trip <br />generation. <br />As the project area is vacant under existing conditions, there are no existing trips to or from the <br />development area and the existing trip generation is zero. The residential development is expected to <br />generate a total of 1,912 estimated daily trips. A breakdown of the expected trip generation is shown <br />in Table 9. Peak hour traffic generation was estimated at 140 trips during the existing AM peak <br />hour and 186 trips during the PM peak hour under future conditions. The AM peak hour is estimated <br />to occur between 7:00 and 8:00 AM, and the PM peak hour is estimated to occur between 4:00 and <br />5:00 PM. The Traffic Impact Study included in Appendix G provides a full description and analysis <br />of the peak hour traffic and traffic recommendations. <br />30 <br />
