CONTINUATION OF CONTRACT WITH THE TINKLENBERG GROUP FOR <br />THE RAMSEY TH10 ACCESS MANAGEMENT PROJECT <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />During the Finance Committee meeting of June 28, 2005, staff presented to the <br />Committee several consulting service contracts that needed to be addressed in the <br />immediate future. At the City Council meeting of July 12, 2005, staff is bringing forward <br />three of the five contracts originally presented. <br /> <br />The last of these consulting services being asked for approval at tonight's meeting is in <br />rcgar& to The Tinklenberg Group whose contract is for the Ramsey TH10 Access <br />Management Project. The City has contracted with Tinklenberg Group, regarding <br />transportation issues on Highway 10, since 2003. <br /> <br />Thc Tinklenberg Group is asking for an extension of their consulting services regarding <br />Itighway 10 which includes such items as lobbying for additional funds, Trunk Highway <br />47 and the river crossing. It should be noted that this contract does not pertain to the <br />RALF acquisitions along HWY 10, nor does it include the Hwy 10 interchange project <br />which are under separate contracts to be paid by RALF funds and Grant Funds, <br />respectively. <br /> <br />The contract calls for a fixed retainer fee of $6,000 per month for a total period of 12 <br />months, or a total yearly fee of $72,000. Staff is recommending that the contract be <br />based on actual monthly billable time ($200/hr) and not the fixed fee of $6,000. <br /> <br />Funding would once again be obtained from the 2005 budget of Community <br />Development in the amount of $28,000, with the remainder needed in 2005 from the <br />Council Contingency fund in an amount not to exceed $20,000. Any portion attributed to <br />2006 will be funded from the 2006 proposed budget of Community Development. If all <br />three contracts are adopted, the Council Contingency Fund would have an ending balance <br />of $20,900. <br /> <br />Committee Action: <br /> <br />Reco~nmend to City Council the approval of the extension of the Ramsey TH10 Access <br />Management Project Contract with the Tinklenberg Group and amend the proposed <br />contract to be based on actual billable time and not the set retainer fee of $6,000 per <br />month as stated. <br /> <br /> <br />
