Retainer Agreement <br />Page 2 <br />May 5, 2005 <br /> <br />· Continued coordination efforts with Mn/DOT and the Met Council relative to <br /> creative financing opportunities for property acquisition activities including <br /> facilitation of necessary payback agreements, joint powers agreements, agency <br /> budget allocations for relocation services, etc. <br />· Continued facilitation of relocation activities with property owners after the closing <br /> period, work with City liaison relative to securing purchased structures, <br /> demolitions, and related property acquisition activities. <br />· Continue community outreach and public involvement activities with regard to <br /> planning activities with local area residents and. business owners along the <br /> corridor in Ramsey. <br />· Application assistance and continued communication with the Metropolitan <br /> Council to pursue and coordinate use of RALF funds for property acquisition as <br /> well as Mn/DOT due diligence activities. <br />· Provide staff assistance regarding the financing of regional improvements to <br /> include identifying and securing alternative funding sources. <br />· Attend council work sessions to provide information and education related to <br /> planning activities to policy makers. <br /> <br />Trunk Highway 47 <br /> <br />- Continue to assist the City in collaborative efforts with the City of Anoka and <br /> Anoka County to advance improvements, realignment and other TH47 related <br /> projects. <br />· Assist staff relative to redevelopment opportunities along TH47. <br />· Develop and submit document identifying recommended improvements and <br /> phased approach to implementation. <br />· Coordinate with responsible agencies to determine necessary improvements, <br /> (i.e.) signalized intersections, additional turn lanes, turnbacks, etc. <br />° Assist the City in identifying and securing funding sources for improvements <br /> through the state and other programs (i.e.) cooperative agreements for <br /> enhancement and accesS management projects. <br /> <br />River Crossing <br /> <br />Continue facilitation and coordination with Mn/DOT, Anoka County and other <br />consultants hired by the City to preserve the future river crossing corridor as <br />identified in Mn/DOT's Scoping Document and communicate with impacted <br />property owners. <br /> <br />· Other duties as assigned by the principal contact James E. Norman, City <br /> Administrator. <br /> <br /> <br />
