Construction Updates
The construction contract for this project was awarded to Kuechle Underground, Inc. (KUI) in the amount of
$771,913.13. Again, property owners will not be assessed for any of the costs for this project.
In general, construction sequencing involves placing construction signs, installing silt fence and other sediment
control practices, reclaiming existing pavement, constructing underground utilities, grading boulevards and
streets, constructing concrete curb and gutter and driveway aprons and walks, grading and compacting aggregate
base, placing bituminous pavement on streets and driveways, and establishing turf. As always, our goal is to
complete construction as quickly as practical once construction begins to minimize impacts to the public.
Private lawn irrigation systems may be impacted by this work. Property owners are responsible for relocating
and/or repairing private irrigation systems within public right of ways to accommodate construction. If you have a
below ground irrigation system, please mark your sprinkler heads with flags to help prevent or minimize damage
to your system during construction. Flags are available at the Ramsey Municipal Center. To help ensure your
system will not be damaged during construction, please relocate sprinkler heads and other components located
within the construction limits, which City project inspector Aaron Madsen can locate for you upon request.
During the preconstruction meeting. KUI informed the City that construction will begin on Friday. April 30, with
reclaiming of the existing pavement. This work involves using a mobile pavement reclaiming machine to grind
the existing pavement up, along with a portion of the underlying aggregate base. This reclaim material is placed
back onto the street. A portion of the reclaim material will be left in place for use as new aggregate base, while
some will be hauled off site. New pavement will ultimately be placed over the compacted reclaim material.
Storm sewer construction is anticipated to begin mid -May, but as with all outside construction work, dates are
subject to change depending on weather and availability of equipment and materials. Groundwater dewatering
will be needed to install the stormwater pollution control structure. This will require shallow wells to be installed
where work is to occur, which is on the south side of Riverdale Drive approximately 800 feet east of Dolomite
Street. This work is anticipated to occur on May 10. A portable generator will power the wells. A permit from the
Department of Natural Resources is required for this work and has been applied for.
Access to properties will be maintained throughout construction as best as practical. City Staff will work with all
property owners during construction to ensure they are informed in advance of any work that will interrupt access
to their property for any length of time, such as when reconstructing driveway aprons. Access for emergency
services will be maintained throughout construction.
The Contractor will soon submit a detailed project schedule to the City. At that time, more information will be
added to the project web page. Substantial completion of construction is anticipated by September 3, 2021.
Additional construction update letters will be mailed periodically to properties having direct access onto
Riverdale Drive, and to properties on streets that directly connect to the reconstructed segment of Riverdale Drive.
Please contact me at bwestby(a,)cityoframsey.com or 763-433-9825 with any questions related to this letter or the
project in general. For questions related to construction, including special needs or requests during construction,
contact City inspector Aaron Madsen at amadsenidcit oframse .com or 763-286-2579. As always, the City is
committed to the success of its pavement management program and to working cooperatively with property
owners to minimize impacts during construction.
Sincerely,
Bruce Westby, City Engineer
