The Council expressed interest in the City acquiring the window shade for display at the new <br />Municipal Center. <br /> <br />Thc consensus of the Council was to direct staff to work with the City Attorney regarding a <br />notification process for the available burial sites, and to bring the information back before the <br />Council for ratification. <br /> <br />Further discussion: Mayor Gamec inquired about obtaining new gravestones or markers. Public <br />Works Director Kapler advised this was done in the past with a grant through the City of Anoka. <br />Mr. I Ioffstedt stated the Anoka County Veterans Association has a program in place to replace <br />grave monuments or markers for veterans. Several markers have been replaced in the Trott <br />Brook Cemetery under that program, and there are more that should be replaced. <br />Councihnember Cook suggested the lot numbers be marked so the grave sites can be located <br />even if' the stone has been deteriorated. Assistant City Administrator Nelson replied staff will <br />check on this. Public Works Director Kapler explained there is debate regarding the <br />maintenance standard for cemeteries. Some think the maintenance should be more natural and <br />some thing it should be more groomed. There would be value to establishing a cemetery <br />maintenance standard for staff to follow. Councilmember Jeffrey suggested the Trott Brook <br />Cemetery Committee look into cemetery maintenance standards and recommend a couple of <br />levels of standards. Councilmember Pearson stated it is good that the City will be looking into <br />the situation at the Trott Brook Cemetery. There are many long time Ramsey residents included <br />on the list of those buried at the cemetery. The Foster Cemetery was abandoned for quite a few <br />years, and before the City did anything there a person could not even walk in there. It was a <br />disgrace to go in there and see those stones vandalized. <br /> <br />Case #2 <br /> <br />Sewer Study North of Trottbrook & Beyond <br /> <br />Assistant Public Works Director Olson explained staff has noticed that Case No. 6 and Case No. <br />2 have a lot of similarities, and would like to handle these cases together. He reviewed that <br />recently the City Council adopted an ordinance that allowed for the clustering of housing to <br />facilitate orderly urban development north of Trottbrook. One advantage to this type of housing <br />is that it allows the infrastructure for urban services to be installed when they become available. <br />Thc City has received a number of cluster development requests within the last month and staff <br />is looking for direction on how to proceed. <br /> <br />Assistant Public Works Director Olson indicated there has been significant discussion with the <br />Metropolitan Council regarding capacity, and when the update to the Comprehensive Sewer Plan <br />was being drafted it did not expand the urban service area to the area north of Trottbrook. In <br />order to install the infrastructure within the cluster developments the system must be designed so <br />the correct elevations are known to install the pipes, as well as clarification whether a separate <br />lrcatment facility is necessary. <br /> <br />The Council discussed the importance of obtaining additional information regarding the <br />infrastructure prior to proceeding with further development in the area north of Trottbrook. <br /> <br />City Council Work Session / June 21, 2005 <br /> Page 3 of 7 <br /> <br /> <br />
