Councihnember Cook suggested there may need to be two types of development in this area, one <br />being a cluster zoning and the other being 2 V2 acre lots that will not be hooked up to City sewer <br />and water. <br /> <br />Mayor Gamec inquired about the cost for a sewer feasibility study in the area north of <br />Trottbrook. <br /> <br />Assistant Public Works Director Olson replied the cost would likely be $10,000 to $15,000. <br /> <br />Associate Planner Geisler requested direction on how to proceed with the four subdivision <br />applications that have been submitted to the City under the cluster ordinance. <br /> <br />Thc consensus of the Council was to direct staff to inform those applying for cluster <br />developments in the area north of Trottbrook that due to the need for further infrastructure <br />intbrmation, the City will be initiating a sewer feasibility study. The City will not be proceeding <br />with development until that study is completed. Parties interested in applying for development <br />in this area can initiate the study if they choose. <br /> <br />Assistant Public Works Director Olson advised the water main infrastructure will be more <br />difficult to install than the sanitary sewer. If the infrastructure is installed without being used the <br />gaskets will dry up and be unusable in the future. <br /> <br />Councihnember Cook suggested community wells that would be run by the associations. <br /> <br />Assistant Public Works Director Olson advised the break even point on a community well would <br />likely be 14 to 15 lots. He noted a community well will not supply as much water pressure for <br />fire service. <br /> <br />Councilmember Cook suggested fire hydrants be stubbed in so they are available when areas <br />hook up to City water. <br /> <br />Public Works Director Kapler indicated a community reservoir is often built in this type of <br />development for fire service. <br /> <br />Thc consensus of the Council was to direct staff to obtain information regarding a community <br />reservoir for fire service in cluster developments. <br /> <br />Councilmcmber Elvig stressed the need for a transportation study in the area north of Trottbrook <br />to anticipate full build out in this area. <br /> <br />Mayor Gamec indicated a County representative asked him if the City is interested in taking CR <br />63 back fi'om the County. <br /> <br />City Administrator Norman stated staff has never been formally approached by the County <br />regarding CR 63.
