The consensus of the Council was to direct staff to obtain information regarding taking back CR <br />63 fi'om the County. <br /> <br />Case #3: Ramsey Town Center Density Estimates <br /> <br />City Administrator Norman reviewed that during the work session of May 31st, the City Council <br />requested an update of the density estimates for residential development in the Ramsey Town <br />Ccmcr (RTC). In the sketch plan review process, staff began updating the density projections for <br />thc ri'own Center and consultants for the RTC also completed their estimates. He indicated he <br />has t'urther information regarding the density that will be provided in the Council update. <br /> <br />Thc Council reviewed the Ramsey Town Center density estimates. <br /> <br />Mayor Gamec expressed concern about the level of the City's bonded indebtedness and the <br />bonding ability for the future. <br /> <br />City Administrator Norman indicated the City's debt limit capacity will not be reached due to the <br />type of bonding that has been done. <br /> <br />Councilmcmber Elvig noted a proposal may be coming in from a developer that would like to <br />increase the density in the area in front of the cinema and parking ramp area. This area had not <br />been discussed for density in the past. <br /> <br />City Administrator Norman indicated the additional information regarding the density estimates <br />and in Ibrmation regarding the bonded indebtedness will be included in the Council update. <br /> <br />Mayor Gamec left the meeting at 8:42 p.m. Councilmember Elvig acted as Mayor Pro Tem. <br /> <br />Case #4: Neighborhood Connection Program <br /> <br />City Administrator Norman reviewed that during recent discussions regarding the proposed <br />residential housing projects on Potassium Street, the issue of the long cul-de-sac into Rum River <br />Estates became a topic of discussion. The issue of neighborhood and corridor connections <br />between neighborhoods in the City has been discussed by the City Council and City Councils of <br />thc past. Staff recently has made a review of connection corrections and corridor projects in the <br />last ten years. He advised there are some connection problems that will be easy fixes, and there <br />are some areas that may not be able to be corrected. He suggested staff be directed to put <br />together a long-term vision with a progressive pattern to correct these problems that could be <br />incluctcd in the Five Year Capital Improvement Program. He noted some of these problems will <br />be solved with development or redevelopment. <br /> <br />Thc Council reviewed a map of the neighborhood connection problems in the City. <br /> <br />Mayor th'o Tern Elvig suggested the problem areas be identified in three categories and options <br />on how to fix the problems.
