Year CIP to be corrected, problems that can be solved with development or redevelopment, and <br />problems that cannot be corrected. <br /> <br />Councihnember Cook stated there should be a plan in place for all of the problem areas, even if <br />thc correction would be driven by development. <br /> <br />Mayor Pro Tern Elvig noted drafting a plan for all of these areas could take a lot of staff time. <br />Itc suggested a policy be put in place stating that the areas that will be corrected by development <br />arc troubled areas and need to include a connection by the developer. <br /> <br />The consensus of the Council was to direct staff to come back to the Council with information <br />regarding a plan to correct the connection problems in the City. <br /> <br />Case #5: Density Transitioning <br /> <br />Thc consensus of the Council was to add this item to a future worksession agenda. <br /> <br />Case/t6: Cluster Subdivision Development <br /> <br />Discussed with Case No. 2 <br /> <br />MAYOP,, COUNCIL AND STAFF INPUT <br /> <br />Public Works Director Kapler stated the Finance Committee agenda on Tuesday will include a <br />case regarding the Lions proposal for a building at Central Park. The case will involve a bridge <br />of funding from the Lions $155,000 donation to the full amount needed for the building until the <br />I~ions can reimburse the funds. He indicated direction is needed on the location of the building. <br />The Lions would like the building to be in the location of the current concession stand. They <br />would like to tear down the existing stand and rebuild an open air building in this location. <br />There has been discussion of adding on to the Park Center building at Central Park, and the <br />l~ions are opposed to this location. Hakanson Anderson has indicated they will donate the <br />engineering services for this project since it is a Lions project, but direction is needed on the <br />location to begin the work. <br /> <br />Councihnember Cook stated when this was discussed at the joint meeting with the Park Board, <br />there was a question regarding locating a new building at the Lions prefen'ed site, as there is not <br />sewer and water available in this location. <br /> <br />The Council discussed the issue of sewer and water availability at the location preferred by the <br />I,ions. <br /> <br />The consensus of the Council was to direct staff to proceed with the location preferred by the <br />I.ions at the existing concession stand at Central Park, and to include stubs for a second phase <br />with septic and water to the building. <br /> <br />City Council Work Session / June 21, 2005 <br /> Page 6 of 7 <br /> <br /> <br />
