traffic, but there would be the ability to save some money on traffic control if it can be done <br />during thc time of MnDOT's work. <br /> <br />John Pcterson, owner of Oakwood Land Development, stated they would appreciate it if the turn <br />lane modifications can be done under a no traffic situation. He noted the possibility of a state <br />shut down situation. <br /> <br />Cmmcihnember Cook thanked Mr. Peterson for working with the Park and Recreation <br />Commission, and for coming up with a feasible plan for running the trail along Highway 47. He <br />commended Mr. Peterson for including the buffering along the wetland without the ordinance <br />being in place yet. <br /> <br />Mr. I'ctcrson thanked the City for working so quickly on the pedestrian bypass, which will be a <br />significant plus for the neighborhood they are trying to create. <br /> <br />Mayor Gamec informed the residents about the pedestrian underpass planned for Highway 47. <br />tie indicmed there will be lights installed for security reasons, and eventually there will be <br />security cameras as well. <br /> <br />Councihnember Strommen stated a resident from a neighborhood adjacent to this development <br />comractcd her regarding dewatering concerns. It is her understanding that staff is aware of this <br />situation. <br /> <br />Assistant Public Works Director Olson responded in the affirmative. <br /> <br />Councilmember Elvig noted there have been discussions about turning Highway 47 back to the <br />County. IIe inquired about the effects of this on noise mitigation being mandated on the City. <br /> <br />Community Development Director Trudgeon replied there are state rules or statutes about certain <br />thresholds to try to meet. <br /> <br />Assistant I~ublic Works Director Olson explained the County basically gives the same comment <br />during plat review as the State, in that they will not be responsible for noise mitigation. The only <br />noise level that exceeds the MPA standard is the nighttime decibel level from 7:00 p.m. to 7:00 <br />a.m. l)uring that time frame rush hour has begun in the morning. He does not know that the <br />noise will be mitigated with the protection proposed, but it would help tremendously. <br /> <br />Community Development Director Trudgeon indicated none of the City's projects completely <br />mitigate thc nighttime noise standards. <br /> <br />(:ouncihncmber Cook suggested some of the mitigation could be handled through construction <br />techniques, such as with the sheet rocking. <br /> <br />Mr. l~etcrson stated in the City of Blaine in the area of the Anoka County Airport, Blaine <br />requires sound mitigation in the homes. This includes things like air conditioning, triple pane <br />windows, and a couple of minor things.
