Case #10: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan Approval of Ramsey <br />Town Center 10t" Addition; Case of Ramsey Town Center LLC <br /> <br />Community Development Director Trudgeon stated Ramsey Town Center, LLC has submitted a <br />preliminary plat and preliminary site plan to develop 44 small-lot single-family homes on <br />approximately 9.77 acres in Ramsey Town Center Addition. The proposed development is <br />located north of Bunker Lake Boulevard and west of the extension of Zeolite Street. He advised <br />the sulljcct property is currently zoned Town Center-4a (TC-4a). This district allows for a mix <br />of rcsidcntial uses at a net density up to 10 units per acres. As submitted, the preliminary plat for <br />the 10~h Addition has a net density of 6.5 units per acre, not including the outlet to the west. The <br />development is proposing small-lot single family homes. The applicant has submitted <br />architectural elevations representative of what will be built in Ramsey Town Center l0th <br />Addition. Each single family unit will need to adhere to the Town Center Development <br />Guidelines. <br /> <br />Community Development Director Trudgeon explained the new lots will be served by a public <br />street loop with a 50-foot right-of-way on the north side of the plat. The development of the plat <br />will include the construction of Zeolite St NW and the other three public streets surrounding the <br />plat. The TC-4a District requires two off-street parking spaces for each unit; the double garages <br />and driveways provide four off-street parking spaces for each unit. He advised it should be <br />noted that Lots 1-6 of Block 2 are within an area shown as a permanent wetland on the <br />LRRWMO wetland permit. These lots cannot be platted unless the wetland permit is amended <br />and approved by the LRRWMO. <br /> <br />Community Development Director Trudgeon advised staff is recommending approval of the <br />rcquest for preliminary plat and preliminary site plan approval contingent on compliance with <br />thc City Staff Review Letter dated May 27, 2005, revised June 24, 2005. <br /> <br />Councihnember Elvig inquired about the road widths in this area. <br /> <br />Community Development Director Trudgeon replied the road widths are 32 feet. <br /> <br />Mr. Voss stated the same developer is involved in the l0th and 8th Additions, and these additions <br />will include the same grouping of builders. <br /> <br />(~ouncilmember Strommen noted from the plan it appears that there is an adequate tree buffer <br />along the road in the southwest corner. She requested staff to be certain there is screening so the <br />driveways are not right on CR 116. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to adopt Resolution <br />t/05-06-195 to approve the preliminary plat of Ramsey Town Center l0th Addition, and to <br />approve thc preliminary site plan of Ramsey Town Center 10th Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Olson, Cook, Elvig, and <br />Strommcn. Voting No: None.
