There are sufficient funds in the Park <br />I)istrict to pay for this improvement. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve plans and <br />specifications and authorize advertisement for bids for the TH 47 Pedestrian Underpass Design. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Olson, Pearson, and <br />8trommen. Voting No: None. Absent: CouncilmemberJeffrey. <br /> <br />Further discussion: Councilmember Elvig reviewed the location of the underpass. <br />Councihnember Olson asked what will happen to the project if there is a State shut down. <br />Assistant Public Works Director Olson replied the City cannot work within State right-of-ways <br />without a permit. The time period to have a State permit approved is four to six weeks, and the <br />City has been working closely with MnDOT who has indicated they should be able to reduce the <br />time period to three to four weeks. This will not be possible if MnDOT is not in the office to <br />approve the plans. Mayor Gamec requested staff to be sure residents and business owners in this <br />area are aware of the road closure on Highway 47. Civil Engineer II Linton indicated there will <br />bca series of three different closures on Highway 47. Mayor Gamec requested staff to notify the <br />property owners that will be most affected regarding the three planned closures on Highway 47. <br />Councihnember Cook noted the State is in charge of notifying the public regarding road closures <br />on state projects, and is aware of the plans for the projects. Assistant Public Works Director <br />Olson indicated he will check into the notification and bring the information regarding who to <br />notify back to the next Council meeting. <br /> <br />Case #15: Consider Acquisition of Property for Park and Trail Purposes <br /> <br />Assistant Public Works Director Olson explained last Tuesday the Public Works Committee <br />recommended approval of an amount of $11,000 for the acquisition of a one acre parcel from <br />l,ynn Mortenson between Elmcrest Park and 160th Lane NW for the purpose of constructing a <br />pedestrian trail access to the park from the south. Staff recommends ratifying the direction from <br />thc Public Works Committee accepting the amount of $11,000 for the acquisition of this <br />approximate one acre parcel for park and trail purposes. <br /> <br />Councihncmber Elvig stated he would like to thank Mr. Mortenson for coming to an agreement <br />with thc City with the $11,000 amount.
