public hearing on this project was not adjourned in order to provide an opportunity for the <br />property owners to discuss their concerns with the project with the Public Works Committee at <br />thcir May meeting. Mr. Greg Boiler, one of the property owners, indicated that he was very <br />concerned about the impact that the widened roadway would have on the landscaping along the <br />fi:out ol' these properties. This landscaping provides considerable screening from TH 47. He <br />als() appealed to the Committee to review the cost sharing proposed for the project. <br /> <br />City Engineer Jankowski advised staff agreed that this was an extremely unique situation <br />considering the City's need for a trail, the fact that this was a dead end street, and that only three <br />property owners are available to share in the financing of the entire roadway. Staff felt these <br />unique circumstances would allow for the consideration of a 28 foot paved width, with the <br />easternmost eight feet dedicated for trail use. The Committee and Council concurred and <br />directed that the feasibility study be revised to identify the costs associated with the trail, the <br />roadway and the cul-de-sac. City Engineer Jankowski indicated staff has modified the feasibility <br />study in accordance with these directives and has transmitted a copy to each of the property <br />owners along with a letter notifying them of the continuance of the public hearing at tonight's <br />mccting. Following the close of the public hearing the Council should decide which of the two <br />cul-de-sac funding options presented in the revised feasibility study are to be utilized for the <br />proposed project. <br /> <br />Citizen Input <br /> <br />'Fhcre was none. <br /> <br />Mayor Gamec asked if the public hearing should remain open due to questions about possible <br />sewer extension in this area. <br /> <br />City Engineer Jankowski replied the feasibility study as it is written directs that the proposed <br />asscssmcnts be fi'ozen at the specified amount. The improvements may change in scope, but the <br />assessments would remain as proposed in the feasibility study. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Olson, Pearson, and <br />Strommen. Voting No: None.
