CITY COUNCIL WORK SESSION <br />Topic Report: LCMR Trail Easements <br />By: Brian ©lson, Assistant Director of' Public <br />Works / Principal City Engineer <br /> <br />Background: <br /> <br />Since the late 1980's the city has been pursuing land acquisition along the Trott Brook <br />because of its significance as a relatively undisturbed natural resource corridor in <br />Ramsey, and for trail purposes. The acquisitions have been primarily through the Park <br />Dedication process. To supplement this endeavor, the city applied to the state for <br />assistance. As City Council may recall, late in 2003, the city received a half million <br />dollar ($500,000) grant from the State of Minnesota. The appropriation is from the <br />Legislative Commission on Minnesota Resources (LCMR), which are proceeds from the <br />Environment and Natural Resources Trust Fund. These reimbursement monies are to be <br />used for conservation and trail easements within the Trott Brook Corridor and are <br />available until June 1st of 2006. <br /> <br />Thc purpose of this case is to provide the attached conservation and trail easement(s) that <br />have been drafted. It is staff's intention that after Council is familiar and comfortable <br />with the two types of easements, that individual properties may come before Council for <br />approval with less time needed for review. At that time any unique elements about the <br />property or easements would be discussed in detail. <br /> <br />The two types of draft easements mentioned are very similar - the difference being that <br />one allows public access (trails), and the other does not. <br /> <br />Staff will be bringing a case back to the City Council for direction, after City Attorney <br />review, on the easement templates. Our desire is to streamline the process by approving <br />these template easements. If there are not any changes to the template after negotiation <br />with the property owners, the easements will be ratified in the consent agenda. If there <br />are significant changes, there will be a case prepared that outlines the proposed changes. <br /> <br />Action Statement: <br /> <br />Based on Council discussion. <br /> <br />WS: 07/19/05 <br /> <br /> <br />
