Results will be available from the cabling/installation contract, cablecast & A/V <br />contract, and security system contract. <br /> <br />Mayor Gamec asked if anything has been considered for water softening. <br /> <br />Assistant City Administrator Nelson replied it was determined to soften the hot water, and that <br />the cold water would be softened internally. <br /> <br />Assistant City Administrator Nelson reviewed two options for the process to establish the level <br />of authority for change orders during the construction process. She advised staff recommends <br />Sample Two, which would allow a minimum level of authority to the City Administrator and <br />Assistant City Administrator and a medium level of authority to the Facilities Committee. Any <br />decisions made in this process will come back for ratification by the Council. <br /> <br />Ms. Badinger explained this process would be used when quick action is needed, rather than <br />stopping construction and coming to the Council for approval. There will be more change orders <br />in this process because it is construction management, and one change could affect two or three <br />people. <br /> <br />Thc consensus of the Council was to direct staff to bring back Sample Two for the change order <br />process to the Council for approval. <br /> <br />Finance Officer Lund indicated the bonding amount that will come before the Council for action <br />at thc next Council meeting will be close to 19.2 million dollars. <br /> <br />2) Ramsey Town Center Restrictive Covenant <br /> <br />City Administrator Norman indicated he met with Community National Bank of Lino Lakes <br />regarding the restrictive covenant that was placed on Ramsey Town Center. The Council <br />discussed the offer presented to the City Administrator by Community National Bank of Lino <br />I,akes. The general feeling of the Council was that the offer is not acceptable, but there is no <br />counter offer at this time. <br /> <br />3) Discussion of Land Exchange with Lord of Life Church <br /> <br />City Administrator Norman reported he has had discussions with Pastor Blair of the Lord of Life <br />Church and the church's Committee Chair regarding land needed for future street realignments. <br />Pastor Blair had suggested the church be able to acquire some land on the other side of the <br />highway for a cemetery in exchange for the land the City needs for the future road. He would <br />like thc City to look at what land would be available. The church is willing to work with the <br />City, and Pastor Blair would like to discuss the situation with the church committee. <br /> <br />Councihncmber Elvig noted if the church is planning to start a cemetery the City will need to be <br />proactive to make this work. <br /> <br />City Council Work Session/May 17, 2005 <br /> Page 3 of 4 <br /> <br /> <br />
