Sustaining Our Legacy <br />The Future of Ramsey Town Hall <br />BUILDING ASSESSMENT & RECOMMENDATIONS <br />BUILDING <br />IMPROVEMENTS <br />A variety of both structural and cosmetic work must be completed to render the Old Ramsey <br />Town Hall building stable and suitable for occupation. Here we outline the necessary steps for <br />improving the century -old structure to meet modern building code requirements and <br />Americans with Disabilities Act (ADA) standards. All work must align with the guidelines set by <br />the Secretary of the Interior's Standards for Rehabilitation. <br />PHASE I: Climatization <br />First and foremost, the Old Town Hall needs to be <br />stabilized to prevent further damage to the structure. The <br />repairs outlined here are in need of immediate attention <br />to prevent further water infiltration, insect or rodent <br />infestation, and deterioration of historic material. <br />,_ Seal Envelope <br />Repair brick around basement ventilation <br />stack and replace brick in -kind. Install <br />proper ventilation stack in preparation for <br />installation of heating and cooling <br />equipment. <br />ESTIMATED COST: $600 <br />Replace Roof & Repair Eaves <br />Replacing the roof will prevent any future <br />water infiltration. The roof should be <br />replaced with wood shingles or shakes. <br />More research could determine the <br />historical profile typical of the time of <br />construction. More insulation could be <br />added to improve energy efficiency at <br />the same time. <br />ESTIMATED COST: $20,000 <br />© Replace Entry Door & Stairs <br />The existing entry door is water -damaged. <br />and the door surround does not properly <br />join the brick veneer, leaving room for <br />vermin infestation and water infiltration. <br />The door should be replaced with double <br />swinging doors with a glass transom <br />above, which is the appropriate historical <br />replacement. <br />ESTIMATED COST: $3,700 (doors & transom), $2,400 (stairs) <br />TOTAL COST: $26,700 <br />All work on the OTH will follow The Secretary of the Interior's <br />Standards for Rehabilitation, which pertain to all historic properties <br />listed on or eligible for listing on the NRHP. The Standards are to be <br />"applied to specific rehabilitation projects in a reasonable manner, <br />taking into consideration economic and technical feasibility." <br />PHASE II: Pre -Occupancy Upgrade <br />We recommend that the interior remain as one large <br />space, adhering to the historical spatial experience <br />of the building. If partitions within the space must be <br />installed, any alterations or additions should be <br />reversible and installed in -kind. <br />Q Repair & Restore Windows <br />The windows were replaced during an earlier <br />grant project but could benefit from new <br />paint and caulk where brick meets wood. A <br />rear window needs to be replaced. <br />ESTIMATED COST: $450 (recaulking), $900 (window) <br />• Repoint Chimney <br />The mortar on the chimney is deteriorated <br />and needs to be repointed. This will prevent <br />any brick movement and possible spalling. <br />ESTIMATED COST: $1,000 <br />Install ADA Ramp, Sidewalk <br />Increasing access to the building for <br />future tenants is a top priority. The ramp <br />addition will be removable. <br />ESTIMATED COST: $4,400 (ramp), $450 (45' sidewalk) <br />Q Install doors, plumbing, HVAC <br />Previous grants were used to purchase <br />doors and a furnace. Neither was installed <br />completely. New plumbing fixtures need <br />to be purchased and installed. <br />ESTIMATED COST: $300 (doors), $600 (plumbing), $1,700 (HVAC) <br />Restore Wood Floor, Install Tile <br />The original hardwood floor needs <br />an extensive restoration. Historically <br />compatible tile should be installed in the <br />restroom. <br />ESTIMATED COST: $3,300 (hardwood), $1,200 (tile) <br />Finish Interior <br />New wainscoting (historically appropriate) <br />needs to be installed and the new <br />sheetrock needs to be painted. <br />ESTIMATED COST: $3,940 <br />TOTAL COST: $18,240 <br />TOTAL PROJECT COST: $44,940 <br />The renovation and restoration tasks are formidable, but not insurmountable. The result of these <br />rehabilitation efforts would be a valuable community asset, one that reinforces a connection to <br />Ramsey's rural roots as embodied in one of the earliest brick buildings in the area.
