allow this segment of Tiger Street to be added to the MSAS system in the future it must be reconstructed with <br />10-ton pavement design strength meeting MnDOT State Aid design standards. To achieve a 10-ton pavement design <br />strength, the total pavement section depth, which includes the bituminous pavement and underlying aggregate base, <br />must be increased from the City's standard 5-ton pavement design of 7.5 inches (3.5-inches bituminous pavement <br />plus 4-inches aggregate base) to 10-inches (4-inches bituminous pavement plus 6-inches aggregate base). However, <br />since buried topsoil must be removed from under the existing pavement section in various areas, some project costs <br />for strengthening the pavement will be reduced due to removing the need to import fill material to backfill voids <br />when the buried topsoil is removed. Staff had estimated the overall project cost required to increase the pavement <br />from a 5-ton design to a 10-ton design to be $42,000. Based on the favorable bid prices this cost is now estimated to <br />be $28,000. <br />Municipal utilities do not exist in the project area and are not proposed to be extended to the project area or <br />constructed as part of this project. <br />Stormwater runoff is directed into drainage ditches along both sides of Tiger Street. Runoff in the ditches is then <br />conveyed through culverts under private driveways and intersecting streets before being discharged into low-lying <br />areas generally north of Armstrong Boulevard. There are no known issues with stormwater management in the <br />project area and no improvements to existing drainage ditches are proposed with this project. <br />On January 12, 2021 the Ramsey City Council adopted resolution # 21-009, ordering Staff to prepare plans and <br />specifications for improvement project #21-02, Tiger Street Reconstruction. Staff prepared plans and specifications <br />in-house as part of their normal duties. <br />On April 13, 2021 the Ramsey City Council adopted resolution #21-085, approving plans and specifications and <br />authorizing advertisement for bids for Tiger Street Reconstruction, Improvements Project #21-02. Staff publicly <br />opened bids on May 12, 2021 for the mentioned improvements. <br />The proposed improvements are designated as City Improvement Project #21-02, Tiger Street Reconstruction. <br />Notification: <br />Advertisements were published in the Anoka Union Herald and in Finance & Commerce on April 16 and April 23, <br />2021.
