Northwest $ 323,919.83 <br />Forest Lake Contracting, Inc. $ 330,463.00 <br />Engineer's Estimate $ 302, 770.50 <br />The bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of $224,552.19 for the total bid for <br />construction of said improvements in accordance with the approved plans and specifications and advertisement for <br />bids, is the lowest responsible bidder. Adding indirect costs in the amount of 23-percent brings total project costs to <br />$276,199.19. <br />Per the final plans and specifications, estimated construction costs were $302,770.50. After adding 23-percent for <br />indirect costs for administrative, engineering, finance and legal costs, estimated project costs totaled $372,407.72. <br />The low bid is 26-percent less than the engineer's estimate, primarily due to lower than estimated pavement <br />removal and placement costs. <br />In light of the favorable bid prices the City has been receiving this spring, Staff plans to present a case at the first <br />Council meeting in June to propose an additional 2021 pavement overlay project to ensure that all of funds <br />collected for 2021 pavement management program projects will be spent. <br />Funding sources for these improvements includes Pavement Management Funds. No stormwater improvements are <br />proposed with this project. <br />• Pavement Management Funds $276,199.19 <br />• Total Project Costs $276,199.19 <br />Bolton & Menk proposes to provide construction staking in a total not -to -exceed amount of $4,680. These costs are <br />included in the 23-percent indirect costs. Staff feels these costs are reasonable based on the scope of the proposed <br />improvements and required staking and recommends accepting the proposal, which is attached for reference. <br />City Staff proposes to administer and inspect construction. <br />Plans and specifications were prepared in-house as part of Staff's normal duties. <br />Outside costs incurred to date as engineering indirect costs include: <br />• $4,564.00 for Chosen Valley Testing, Inc. to prepare the Geotechnical Exploration and Engineering Review <br />• $2,690.00 for Bolton & Menk, Inc. to collect topographic survey <br />Recommendation: <br />Staff recommends Alternative #1. <br />Outcome/Action: <br />Action: <br />Motion to adopt Resolution #21-139 accepting bids and awarding a construction contract for Tiger Street <br />Reconstruction, Improvement Project #21-02, to North Valley, Inc. for the total bid in the amount of $224,552.19. <br />Attachments <br />21-02 Street Segment Summary <br />21-02 Final Plans <br />Res #21-139 <br />21-02 B&M Staking Proposal <br />
