<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-098 <br /> <br />RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE VEHICLES AND <br />th <br />PUBLIC NUISANCE ITEMS FROM 7111 175 AVE NW <br /> <br /> WHEREAS, the property owner Tracy Phillippi (the “Property Owner”) has an open <br />th <br />code enforcement case on the property generally known as 7111 175 Avenue NW and legally <br />described as follows: <br /> <br />THE E 200 FT OF W 437 FT OF S 217.8 FT OF NW1/4 OF SW1/4 OF <br />SEC 3 TWP 32 RGE 25, EX RD, SUBJ TO EASE OF REC, Anoka County, Minnesota <br /> <br />(the “Subject Property”); and <br /> <br /> WHEREAS, the Subject Property is zoned R-1 Residential (Rural Developing); and <br /> <br /> WHEREAS, the Subject Property is approximately 0.89 acres in size; and <br /> <br /> WHEREAS, there are documented City Code violations dating back to 2011, with <br />notices of violation regarding off-street parking; and <br /> <br /> WHEREAS, the City has most recently opened a case on the Subject Property for <br />violations related to off-street parking and refuse; and <br /> <br /> WHEREAS, the City sent a formal first notice of violation on January 15, 2021 for off- <br />street parking, refuse, and fence violations; and <br /> <br /> WHEREAS, the City of Ramsey City Code would allow the Subject Property to have six <br />(6) total vehicles of outdoor storage, including one (1) unlicensed or inoperable vehicle on a <br />proper parking surface; and <br /> <br /> WHEREAS, Staff estimates the Subject Property has approximately eight (8) personal <br />vehicles on the property, with some parked on the grass; and <br /> <br /> WHEREAS, the Nuisance Regulations in the City Code prohibit the outdoor storage of <br />junk, debris, items that are not being put to their intended use, construction debris, and other <br />stockpiles of materials; and <br /> <br /> WHEREAS, the R-1 Residential District section in the City Code states that a zoning <br />permit is required for the construction of a fence, and the property does not have a zoning permit <br />on file for the fence; and <br /> <br /> WHEREAS, the Subject Property has outdoor storage of construction materials; and <br /> <br /> WHEREAS, a second notice of violation and administrative citation were sent on March <br />2, 2021; and <br /> <br />
