<br />CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, May 11, 2021, at the Ramsey <br />Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: Mayor Mark Kuzma <br /> Councilmember Ryan Heineman – attended remotely <br />Councilmember Chelsee Howell <br />Councilmember Debra Musgrove <br />Councilmember Chris Riley – attended remotely <br />Councilmember Dan Specht <br />Councilmember Matt Woestehoff <br /> <br />Members Absent: None <br /> <br />Also Present: City Administrator Kurtis Ulrich <br /> Parks and Assistant Public Works Superintendent Mark Riverblood <br /> Public Works Superintendent Grant Riemer <br />Deputy City Administrator Timothy Gladhill <br />Senior Planner Chloe McGuire Brigl <br />1. CALL TO ORDER <br /> <br />Mayor Kuzma called the regular meeting of the Ramsey City Council to order at 7:10 p.m., <br />followed by the Pledge of Allegiance led by Mayor Kuzma. <br />2. PRESENTATION <br />2.01: Review 2020-2021 Winter Maintenance and Update on New Public Works Facility <br /> <br />Public Works Superintendent Riemer reviewed the 2020-2021 winter maintenance season and <br />provided an update on the amount of salt used during the winter season. <br /> <br />Councilmember Musgrove asked for details on the requirement for homeowners associations to <br />remove vehicles from their driveways for snow removal and how that coordinates with plowing <br />of the streets. She asked if there are parking restrictions after a snow event. <br /> <br />Public Works Superintendent Riemer replied that no parking is allowed on streets between the <br />hours of 2 a.m. to 6 a.m. He stated that parking is also not allowed on streets after two inches or <br />more of snow falls until the snow is cleared. He commented that it would be difficult to <br />coordinate with homeowners associations as they use private contractors for snow removal. He <br />noted that most townhome associations also have garage parking. He acknowledged that there is <br />sometimes a coordination issue with everyone attempting to remove snow at the same time. <br />City Council / May 11, 2021 <br />Page 2 of 20 <br /> <br />
