The City of Ramsey recognizes the advantages that landscaping and screening can provide, including enhanced health, safety, aesthetic, ecological and economic value. The intent of this section is to: Enhance the quality of life within the city; Enhance aesthetic view of development(s) from public roads; Maintain and enhance property values; Aid in both physical and mental human health; Improve air quality and buffer against noise, glare, and heat; Reduce the potential for crime and violence; Improve energy efficiency; Add visual interest to blank building facades and soften appearance of hardscaping and buildings with accent plantings; Complement adjacent land uses; Improve the visual quality and continuity within and between developments; Reduce storm water runoff;
