Motion by Commissioner Van Scoy, seconded by Commissioner Levine, to recommend the City <br />Council approve the Preliminary Plat of Marigold Pond contingent upon compliance with the <br />City StalT Review Letter dated May 27, 2005 and receipt of Comprehensive Plan Amendment <br />approval. <br /> <br />Commissioner Brauer asked what resolution can be made on the traffic. <br /> <br />City l~;ngincer Jankowski stated he believes all of this traffic will go to St. Francis Boulevard <br />rather than to the adjacent neighborhood. He indicated it will actually provide a second outlet for <br />the other neighborhood. He stated the traffic analysis looked at traffic to Highway 47, and said <br />there will bc no change in the level of service to Highway 47 except for one intersection, which <br />changed fi'om C to D during a peak period, which is not surprising. <br /> <br />Commissioner Brauer asked at what point they say there is too much traffic and a development <br />cannot go in. <br /> <br />City Engineer Jankowski stated the City's policy is to work ongoing with Mn/Dot to improve the <br />corridors as opportunities become available. He indicated he does not think they say this is the <br />last development, tle added part of the problem is they need the traffic to get the improvements. <br /> <br />Vice Chairperson Johnson added the second problem is the City does not control when the <br />imp,'ovcments are done. <br /> <br />Motion Carried. The meeting resumed at 9:lOp. re. <br /> <br />Case #5: <br /> <br />Public Hearing: Request for Comprehensive Plan Amendment for Portions <br />of Ramscy Town Center Addition; Case of Ramsey Town Center, LLC <br /> <br />Presentation <br /> <br />Associate Planner Geisler advised that Ramsey Town Center LLC has submitted an application <br />lbr an amendment to the 2001 Comprehensive Plan. She indicated the request is to change the <br />land usc designation for the subject property from a combination of Low- and Medium Density <br />Residential to Mixed Use. She stated the proposed amendment to the Comprehensive Plan will <br />bring thc subject property in line with the remainder of the Town Center property south of <br />l~tmkcr l~akc Boulevard. <br /> <br />Associate Planner Geisler stated a Comprehensive Plan Amendment request was considered and <br />denied Ibr the Subject Property by the City Council in 2002. She indicated the primary reason <br />lbr thc denial was the lack of a concept plan for the property. She stated since that time, a <br />concept plan for the entire Town Center site has been approved by the City Council.
