Mr. Slctncr stated he doubts the County will allow another access point on Armstrong, but there
is m~ opportunity to swing to the north to connect rather than going straight through.

City [~nginccr Jankowski stated the intent is that 171st would either provide access to the property
to the west, or go through to Armstrong, depending on the County guidelines.

Commissioner Brauer asked how the common septic system will be handled with two
horn cowncr' s associations.

Mt'. Sletner indicated it will actually function better to have one septic system versus two. He
stated there will be a contract for cost sharing, and at the time City sewer and water is available
there will be only one system to abandon.

(;omm i ssioncr Brauer asked if they had considered having one homeowner's association.

Mr. Slctncr stated that is being considered.

Vice Chairperson Johnson noted this is not a public hearing, however he would entertain
comments from the audience on this topic.

Jean Jackson, 17251 Armstrong Boulevard, stated the access to the north mentioned goes right
through her property,

Mr. Sletncr stated whether the street goes through is up to her as a landowner, but this gives her
options, and also gives the City options as they plan for the next 30 or 40 years.

Bob Tomashcvski, indicated he lives north of the property. He stated what he is seeing with
Wolverine Street is it extending to his yard, and ending up as a dead end on his property. He
indicated hc does not intend to sell his property, so having a road abut it that goes nowhere does
not make much sense. He suggested Wolverine Street should be moved to the west and go
through Lot 2 of Block 3 instead of dead ending on his property.

City Engineer Jankowski stated if they make the assumption that outlot will go straight to the
north that would be correct. He indicated he thinks the answer is the developer needs to avoid
thc large wetland to the north.

Mr. Tomashevski stated it is not really a wetland, just a pond.

(-'it5, f~;ngineer Jankowski indicated with the current wetland conservation act, the area would not
be able to bc filled to put the road through.

Vice Chairperson Johnson stated he believes Staff and the developer can take from these
comments that the road to the north should be looked at to see if that is the best place for it.

Planning Commission/June 2, 2005
