Mr. Tomashevski indicated he feels the road should remain on the developer's property, and not <br />extend to his property. He stated he also wanted to comment on the common septic system, <br />indicating Ramscy has experimented with high density some time ago, and built some clustered <br />homes lhat did not really go over well. He indicated this size lot is not really keeping with the <br />]()Is in Ratnsey. <br /> <br />Vice Chairperson Johnson indicated Ramsey recently adopted this concept to address the <br />problems they were having with allowing only large lot developments. He stated what happens <br />with large lot developments is they do not lend themselves to redevelopment when City sewer <br />and water is available. He explained the concept says a landowner can develop their property at <br />the current density of one unit per 2 ½ acres, but put all of the density in a portion of the property <br />consistent with future density allowances so when sewer and water becomes available the <br />remainder o[' the property can be built out. He stated by doing this the City is hoping to avoid <br />some o1' the issues they are now dealing with on large lot developments. <br /> <br />Mr. *l'om~shcvski noted that sewer and water probably will not cross the MUSA line. <br /> <br />Commissioner Brauer commented that the MUSA line does not exist in the same capacity as it <br />once did. <br /> <br />Vice Chairperson Johnson stated this density is the same as what has been allowed on this <br />property; .iust placed differently to prepare for future development. <br /> <br />Mr. Tomashcvski stated another point that came to his attention from Wednesday's paper is an <br />article on Anoka County and how fast it is growing. The article talked about how Ramsey is <br />growing, and according to the Metropolitan Council, Andover will experience 50% growth by <br />2030, but Ramsey will have 300% growth. He stated he hates to see that kind of population <br />growth amt unregulated growth. He commented that a lot of people came to Ramsey for the open <br />area and cluster housing seems like unlikely growth for this area. <br /> <br />Nancy I Iilary, 17290 Tiger St, stated she understands the City is getting ready to push sewer and <br />water through Ramsey, but some residents are not prepared for that to happen. She commented <br />that to get Wolverine Street to the north it will have to go through a pond, and a lot of sand will <br />have to bc brought in. She stated they need a north/south traffic flow, but this will bring the <br />traffic to Tiger Street, which is a speed hazard already. She indicated the City is creating little <br />pockets ol' neighborhoods that cannot get the traffic through. <br /> <br />Commissioner Brauer asked if improving Armstrong is a County issue. <br /> <br />Associate I'lanncr Geisler stated Staff has submitted the plans to Anoka County, but have not <br />heard back. <br /> <br />Vice Chairperson Johnson noted that one reason to do cluster developments is to be able to better <br />plan street connections and improvements. <br /> <br />Planning Commission/June 2, 2005 <br /> Page 5 of 22 <br /> <br /> <br />
