She stated a trail will be required on the east side of Ramsey Boulevard. <br /> <br />Camm issioner Van Scoy asked how it is determined what a section of land will be, wondering if <br />it has to bc contiguous to qualify for clustering. He stated this does not look like one piece of <br />land, but is being considered as one piece of land. <br /> <br />Vice Chairperson Johnson stated before governmental units owned roads, they just had <br />easements over a parcel for the road to go through. <br /> <br />Associate Planner Geisler stated she believes this was one piece before Armstrong Boulevard <br />was connected. She indicated they are proposing to construct all of the development north and <br />cast of Armstrong Boulevard. <br /> <br />Commissioner Van Scoy asked if a developer wanted to buy two pieces of land apart from each <br />other lbr clustering, would that be allowed. <br /> <br />Associate Planner Geisler indicated it would not be allowed. <br /> <br />Vice Chairperson Johnson asked why Staff is recommending a cul-de-sac for Wolverine. <br /> <br />City l';nginccr Jankowski stated that when the Tiger Meadows development was done they had to <br />push the road to the south and closer to Armstrong Boulevard than Staff would have liked. He <br />indicated thc options now are either to line up with that intersection and add more traffic, which <br />is not desirable, or cul-de-sac Wolverine so traffic goes out and around to the other egress. He <br />stated this design would help to claim traffic, and while it is not the best scenario, it is the lesser <br />o1' two bad situations. <br /> <br />Corem issioner Brauer asked if there were issues with emergency vehicle turn-around. <br /> <br />City I';ngineer Jankowski indicated there should not be if the streets are constructed to City <br />standards. <br /> <br />Mt'. Slcmer stated the cul-de-sac works for them, and they would accept that recommendation. <br />I Ie indicated as clarification on the parcels, this is still one parcel ID at the County, even though <br />Armstrong Boulevard was constructed through it. <br /> <br />Citizen Input <br /> <br />Joan l:inkthmr, 8921 167th Lane expressed concern about 26 homes being clustered in one area. <br />She asked when a cluster septic and well is installed, if it would affect individual septic and well <br />systems. <br /> <br />Planning Commission/June 2, 2005 <br /> Page 7 of 22 <br /> <br /> <br />
