2. Narrower lot widths for urban single-family lots. Current regulations require lots to be at <br /> least 80 feet wide at the front-yard setback line. The proposed development shows lot widths <br /> at 46 t'cet and 64 feet. <br />3. Reduced building setbacks. The development is proposing a 25 foot front yard setback, City <br /> Code establishes a 30 foot front yard setback. <br />4. ?ublic Street exceeding length requirement: The preliminary plat is showing a public street <br /> that exceeds 600 feet in length. The property does not lend itself to provide a connection to <br /> existing streets or to provide two accesses from Potassium Street. <br /> <br />The PUD ordinance states that the developments should provide 20% public open space or 50% <br />private open space area. The development shows 59 % private open space. <br /> <br />ri'he Planning Commission held the public hearing and reviewed the rezoning request at their <br />April 7, 2005 meeting. Subsequent to the meeting, staff came across a section in City Code that <br />requires developments proposing townhouses within the R-1 District to be reviewed under the R- <br />2 standards when processed through a PUD. In lieu of this information, the above four deviations <br />have been modified to the following two: <br /> 1) Providing a public street that is 1,005 feet in length, which exceeds the City's <br /> 600 foot cul-de-sac length by 405 feet. <br /> 2) Reduced structure to structure setback from 20 feet to 15 feet <br /> <br />Rccom~ncndation: <br /> <br />The I~lanning Commission recommended that the City Council deny the rezoning based on <br />lindings of f:act, which are attached to this case. In general the Planning Commission could not <br />support thc rezoning for the following reasons: <br /> <br />1. Density'is too high <br />2. Proposed cul-de-sac is to long.without a potential future connection <br />3. Ownership issue of Potassium Street is not resolved <br />4. Overall not comfortable with the proposed deviations <br /> <br />Staff has attached a copy of the original boilerplate findings that was presented to the Planning <br />Commission for the purpose of allowing the City Council to see what changes were made by the <br />l'lanning Co~nmission and to update the findings to reflect the correct deviations. <br /> <br />On Jtmc 14, 2005, the City Council considered the rezoning of the Subject Property. Concerns <br />over thc cul-de-sac length and number of units led the City Council to table action on the <br />rezoning until findings regarding the preliminary plat could be drafted. On June 12, 2005, the <br />City Council table action on the plat and site plan until July 26, 20051 <br /> <br />Council Action: <br /> <br />Motion to approve Resolution #05-06-__ adopting Findings of Fact # <br />regarding the rezoning of the Subject Property from R-1 Residential to <br />Development (PUD). <br /> <br />Planned Unit <br /> <br /> <br />
