Preliminary Plat and Site Plan Review <br />R. um River Estates <br />April 1,2005, revised April 6, 2005 <br />Page 3 of 6 <br /> <br />Street names must be added to the preliminary and final plat documents. The street names must be <br />consistent with the Anoka County grid system. Staff suggests the street be 157th Avenue NW. <br /> <br />The preliminary plat is proposing to provide a private street connection to the south. The preliminary plat <br />should be revised to provide for a future public street connection that meets the City's street standards. <br /> <br />9. Grading and Drainage. Grading, Drainage and Utility plans have been prepared by TEC Design We have <br /> some specific comments regarding these plans: <br /> <br />The minimum floor elevation for all units on the north side °fthe road must be 870.0 which is 2 feet above <br />the 100 year water level of the existing and proposed ponds. The new pond in the middle of the site should <br />be connected to the existing pond in River Pines 3~a with a pipe or by excavating to join the ponds. <br /> <br />The backyard drainage from lots 7 - 14 must be directed to a pond and not allowed to run directly to the <br />wetlands. The runoff currently is directed off the property onto the adjacent development. Revised plans <br />were submitted. The plans have grades less than 1% which is not permitted and many areas are less than 2%' <br />which require certificates of grading before occupancy permits are issued. <br /> <br />® Connection to the existing lift station in River Pines 3ra subdivision is required. <br /> <br />The Street connection and utility connections assume construction of the Shade Tree Cottages development.. <br />Construction of this development will require acquisition of easements, preparation of additional plans and <br />construction outside the limits of the property if for any reason the Shade Tree Cottages development is <br />delayed or not constructed. <br /> <br />The proposed plans show filling outside the wetlands but below the. 100 year high water level of the <br />wetlands. Filling of flood storage volume can only be approved by performing additional engineering <br />calculations. The calculations consist of the following steps: <br /> <br />1. Determine the existing and proposed flood storage volumes on the parcel. <br />2. Calculate the percentage of volume lost due to the proposed fill. <br />3. Apply the same percentage of volume change to all parcels abutting the wetland. <br />4. Calculate the new 100 year flood volume for the wetland. <br />5. If the increase in elevation is less than 0.5 ft and will not impact existing Structures then the filling <br /> can be approved. <br /> <br />10. Wetlands. The subject property contains several wetlands. The plans indicate the wetlands have been <br /> delineated. A copy of the delineation report must be forwarded to the city. The report must also be <br /> /-brwarded to the Lower Rum River Water Management Organization for verification. The plan is showing <br /> several areas where the wetlands will be impacted by construction. A sequencing plan for the impacts and <br /> mitigation must be submitted to the city and Lower Rum River WMO. <br /> <br />The development contains wetlands that need to be protected. The revised preliminary plat is providing the <br />requested "No Mow" zones along the edge of the wetlands. Staff is still recommending that appropriate <br /> <br /> <br />
